No person shall keep, raise or harbor any livestock, poultry or fowl within City limits. Exceptions may be made, subject to approval of the office of Corporation Counsel, if the animals are used for educational, artistic or entertainment purposes, provided that the owner obtains a permit for same and provides evidence of liability insurance in a minimum amount of $100,000.
The owner or person having charge or being in possession of any animal within the City which shall, upon proof, in the discretion of the Police Court, be held to be vicious or unsafe, shall be required, upon receiving written notice by the Police Court, to immediately confine or securely muzzle such dog or animal until such notice shall, in like manner, be revoked by the Police Court.
Any owner or person having charge or being in possession of any animal known to have been bitten by an animal known to have been mad shall immediately either kill or confine such animal so bitten or shall immediately chain up securely and keep upon his own premises for 20 days any such animal known to have been bitten by an animal supposed to have been mad.
