No person shall drive a vehicle on a highway at a speed greater than is reasonable and prudent under the conditions then existing.
A. 
No person shall operate a vehicle on any highway or private road open to public motor vehicle traffic at a rate of speed in excess of the maximum established in Article II.
B. 
Violation of any of the provisions of this section shall constitute a traffic infraction.
The driver of a vehicle emerging from an alley, driveway or building shall stop such vehicle immediately prior to driving onto a sidewalk or into the sidewalk area extending across any alleyway and, upon entering the roadway, shall yield the right-of-way to all vehicles approaching on said roadway.

No driver shall enter an intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or cross-walk to accommodate the vehicle he is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding a traffic control signal indication to proceed.
No driver of a vehicle shall drive between the vehicles comprising a funeral or other authorized procession while they are in motion and when such vehicles are conspicuously designated as required in this chapter. This provision shall not apply at intersections when traffic is controlled by police officers or traffic signal controls.
For the purpose of identification, all vehicles in funeral processions and other processions on the streets of the City shall be operated with the headlights on. Each driver shall drive as near to the right-hand edge of the roadway as practical and follow the vehicle ahead as closely as is practical and safe.
Before backing any vehicle, the driver shall see that the way is clear and shall give adequate warning and shall, while backing, exercise due vigilance to prevent accident.
A. 
No person shall ride, drive or operate any device on any public sidewalk or footpath intended for the use of pedestrians, except at a properly constructed driveway. This section shall not apply to children 10 years of age or under nor to handicapped persons.

B. 
Bicycle riding is, however, permitted on designated portions of sections of City sidewalks consisting of ramps, overpasses and tunnels which were constructed to provide access across Interstate Route No. 890 and the 890 interchange at the south end of Erie Boulevard and Edison Avenue.
Any person riding upon any bicycle, motorcycle, coaster, sled, roller skates or any toy vehicle shall not attach the same or himself to any moving vehicles upon any roadway.
No person upon roller skates or riding in or by means of any coaster, toy vehicle or similar device shall go upon any roadway, except while crossing a street on a crosswalk and except upon streets set aside as play streets when and as authorized by the ordinances of the City.
The operator of a motorcycle or bicycle, when upon a street, shall not carry any other person upon the handlebar, frame or tank of any such vehicle, nor shall any person so ride upon any such vehicle.
No person shall ride on any vehicle or upon any portion thereof not designed or intended for the use of passengers. This provision shall not apply to an employee engaged in the necessary discharge of a duty nor to persons riding within truck bodies in space intended for merchandise.
No person shall board or alight from a vehicle while such vehicle is in motion.
It shall be unlawful for any person to drive any motor vehicle upon or across any sidewalk or upon or across any private property for the purpose of evading the provisions of this chapter relative to traffic signs or signals or other traffic control devices.
All drivers in a funeral procession shall obey traffic regulations and traffic signal controls.
Whenever authorized signs are erected indicating a zone of quiet, no person operating a motor vehicle within any such zone shall sound the horn or other warning device of said vehicle except in an emergency.
Whenever authorized signs are erected indicating any street or part thereof as a play street, no person shall drive a vehicle upon any such street or portion thereof except drivers of vehicles having business or whose residences are within such closed area and then, any said driver shall exercise the greatest care in driving upon any said street or portion thereof.
A. 
Upon all roadways of sufficient width, a vehicle shall be driven upon the right half of the roadway, except as follows:
(1) 
When overtaking and passing another vehicle proceeding in the same direction under the rules governing such movement;
(2) 
When overtaking or passing pedestrians, animals or obstructions on the right half of the roadway;
(3) 
When the right half of a roadway is closed to traffic while under construction or repair;
(4) 
Upon a roadway divided into three marked lanes for traffic under the rules applicable thereon; or
(5) 
Upon a roadway designated and sign posted for one-way traffic.
B. 
Upon all roadways, any vehicle proceeding at less than the normal speed of traffic at the time and place and under the conditions then existing shall be driven in the right-hand lane then available for traffic, or as close as practicable to the right-hand curb or edge of the roadway, except when overtaking and passing another vehicle proceeding in the same direction or when preparing for a left turn at an intersection or into a private road or driveway.
It shall be unlawful for any person to drive upon or across any hose, belonging to the City, lying in any street or highway. Any person violating this section shall, upon conviction thereof, be fined not exceeding $5 and stand committed until such fine be paid not exceeding five days.
