A. 
The following public improvements will be required and bonded if applicable:
(1) 
Street pavement.
(2) 
Curbs.
(3) 
Sidewalks.
(4) 
Storm drainage facilities, including landscaping and fencing of recharge basins.
(5) 
Street signs to conform to existing Town standards.
(6) 
Street trees.
(7) 
Bulkheading where necessary and subject to special regulations and controls.
(8) 
Water mains, unless constructed by a public authority.
(9) 
Fire wells or cisterns with a fire pump capacity of at least 500 gallons per minute.

B. 
The following public utilities will be required but not bonded by the Town. Assurance of construction from the appropriate private company or public agency must be supplied to the Planning Board by the subdivider.
(1) 
Fire hydrants as specified by the Fire Commissioners (only when water mains are to be installed).
(2) 
Sewage disposal facilities when specified by appropriate agencies.
(3) 
Underground electric, telephone and television cables. The Planning Board shall forward one copy of the preliminary plat to the cable television franchise prior to approval of said plat, and the Planning Board shall also notify the cable television franchise of the approval of the final plat (conditional or otherwise).

C. 
Public improvements for which the subdivider has been bonded shall be constructed in accordance with Article X, Design Standards, and with the construction specifications for subdivisions as adopted by the Town Board. Said specifications shall be drawn up by the Town Engineer, and the Town Engineer and/or Superintendent of Highways shall be the enforcement officer thereof.
D. 
Fire wells shall be installed according to the specifications of the respective fire district, such specifications to be on file at the office of the Planning Board. Upon completion of the installations, the subdivider shall contact the fire district so that a representative of the district may arrange any appropriate tests of the well before acceptance.
A. 
All bonded improvements shall be inspected by the Town Engineer and Superintendent of Highways to ensure satisfactory completion.
B. 
At least 24 hours' notice shall be given to the Town Engineer and Superintendent of Highways prior to any major construction or installation so that a representative of the Town may be present at the time the work is performed.
C. 
The subdivider shall supply the Town Engineer and Superintendent of Highways with a schedule of construction indicating the beginning and completion dates of each of the following phases of work:
(1) 
Drainage pipe installed with other drainage structures before backfilling and recharge basin excavation.
(2) 
Curbing and sidewalk and road subbase analysis.
(3) 
Placement of road base course materials.
(4) 
Finished roadway pavement materials.
(5) 
Landscaping and fencing.
D. 
The subdivider shall notify the Town Engineer and Superintendent of Highways, in writing, at least five days prior to the completion of each of the above phases of construction.
E. 
Construction testing of roadway pavement materials shall be performed in accordance with the requirements of the road and drainage standards for the Town of Southampton.
F. 
The Town Engineer shall coordinate the placement of the following improvements:
(1) 
Water mains and hydrant connections, prior to backfilling.
(2) 
Fire well or cistern installation.
(3) 
Placement of underground electric, telephone or television cables.
G. 
A final inspection of all improvements shall be made by the Town Engineer and/or Superintendent of Highways to determine whether the work is satisfactory and in substantial agreement with the approved final plat drawings, design standards of these regulations and the construction specifications for subdivisions. The general condition of the site shall also be considered. If erosion conditions exist or it appears likely that a hazardous condition may arise, the Town Engineer and/or Superintendent of Highways may require that special measures be taken by the subdivider. (See § 292-39D.)

A. 
A review fee shall be required for subdivision map review, and inspection fees shall be required for field inspections.
B. 
A fee schedule shall be established, and changed as needed, by resolution of the Southampton Town Board. A copy of the fee schedule is on file with the Town Clerk’s office and the Department of Land Management. The review fee shall be a percentage, as stated in the Town of Southampton fee schedule, of the estimated final total cost of capital improvements (performance bond estimate), including but not limited to roads and clearing and drainage, and shall be paid in two payments as follows:

(1) 
At the time of submission of the preliminary plat, a fee equal to 1/2 of the amount of the percentage of the preliminary estimated capital improvement cost will be paid. The basis of the preliminary estimated capital improvement costs will be a unit price per linear foot of road as shown on the preliminary plat. The unit price will be based on an average of the total cost of public improvements per linear foot of road indicated by several preceding performance bond estimates for approved subdivisions. The actual amount (average/unit price) will be set by the Planning Board at intervals of six months, at the discretion of the Board.
(2) 
The final payment shall be paid to the Planning Board prior to the time that the Chairperson or Secretary of the Planning Board signs the final plat. The subdivider shall pay to the Town a percentage of said final estimate less the fee previously paid under the first payment.
C. 
When new road construction is not part of the subdivision (subdivision on an improved road), the subdivider shall pay a review fee as stated in the Town of Southampton fee schedule per lot, which must accompany the preliminary application. A review fee as stated in the Town of Southampton fee schedule per lot must accompany the final application for minor review. A fee schedule shall be established, and changed as needed, by resolution of the Southampton Town Board. A copy of the fee schedule is on file with the Town Clerk’s office and the Department of Land Management.

D. 
The fee for field inspections shall be established, and changed as needed, by resolution of the Southampton Town Board. At the time the subdivider requests a field inspection as per these regulations, he or she will submit to the office of the Town Engineer a check consistent with the amount set forth in the fee schedule. For each inspection required by the Planning Board due to the subdivider’s noncompliance with these regulations, an additional fee will have to be delivered to the office of the Town Engineer before the inspection is made, consistent with the amount set forth in the fee schedule. A copy of the fee schedule is on file in the Town Clerk’s Office and the office of the Town Engineer.

E. 
All checks shall be made payable to the Town of Southampton.
F. 
If a subdivision is abandoned, no part of the inspection fees or review fee already paid to the Town will be returned to the subdivider.
