The edition of the National Electrical Code adopted by resolution of the County Commissioners is hereby adopted by reference as the Electrical Code for Caroline County. All electrical installations in the County shall conform to said code.
A. 
Inspection agencies. One or more nongovernmental organizations may be designated from time to time as the approved inspection agency or agencies. Such designations shall be by administrative resolution of the County Commissioners upon application by the agency or agencies, provided that the qualifications set forth hereafter are met.
B. 
Qualifications generally.
(1) 
In determining the qualifications of an inspection agency, the County Commissioners may consider the record of the inspection agency in any jurisdiction within or without this state, as well as other objective indicators, including but not limited to certifications issued by the Department of Economic and Community Development relating to the qualifications of the agency to inspect industrialized buildings and mobile homes as defined in the Industrialized Building and Mobile Homes Act.[1]

(2) 
No inspection agency shall be designated as the approved inspection agency for Caroline County until such agency shall have obtained a qualification certificate or such other evidence of competence as may from time to time be issued by the office of the Maryland State Fire Marshal. Each qualifying inspection agency shall pay an annual inspection agency license fee as set forth in § 98-21 of this chapter.

C. 
Registration of inspectors. Each inspector employed by an approved inspection agency who conducts inspections in Caroline County must hold a valid, active or shelved master electrician's license issued by a subdivision of the State of Maryland and must be registered as an inspector with the Board. Such registration shall include registration of his name, address, home telephone number, if any, and such other identifying data as the Board shall require.
The County Commissioners are hereby authorized to employ a County Electrical Inspector. Upon employment of such Inspector, the nongovernmental organization theretofore designated as the inspection agency under § 98-13 of this chapter shall be discharged, and the duties set forth in § 98-15 of this chapter shall be performed by the County Electrical Inspector.
A. 
General procedures. All electrical installations, except the extension of an existing circuit not exceeding two outlets, shall be certified by the inspection agency or by the County Electrical Inspector prior to use. Inspections shall be made within five workdays after request for the same by an installer.

B. 
Interim inspections. The inspection agency or the County Electrical Inspector may require and conduct interim (rough-in) inspections as may reasonably be deemed necessary. Interim inspections must be requested by the electrician and must be completed by the inspection agency or County Electrical Inspector prior to the concealment from view of any part of an installation by the permanent placement of a part of a building or other structure or improvement, unless such interim inspection is determined to be unnecessary by the inspection agency or County Electrical Inspector.
