It shall be a violation of this chapter to abandon any motor vehicle anywhere in the City
As used in this chapter, the following terms shall have the meanings indicated:
ABANDONED MOTOR VEHICLE
Any motor vehicle which remains standing in one place for more than 48 hours under circumstances which would lead a reasonable person to conclude that the vehicle has been abandoned.

Any person violating this section shall be subject to a fine of at least $200 and shall be responsible for the cost of towing.
