The holding of neighborhood block parties or celebrations or events
on town streets shall be prohibited unless a valid permit therefor is obtained
from the Town Superintendent of Highways.
Application for the temporary closing of town streets shall be made
to the Town Superintendent of Highways at least one week in advance of the
date such temporary street closing is requested.
No permit for the temporary closing of a town street shall be issued
unless 75% of the residents along that portion of street to be closed consent
thereto.
A.
No more than one permit per year shall be issued for
the temporary closing of any given portion of a street.
B.
No permit shall be issued for streets along the perimeter
of parks on days of special events, concerts, parades, etc.
C.
Permits may only be issued during the months of June,
July and August.
D.
Streets may not be closed prior to sunrise or after sunset.
E.
One-half of the width of the paved portion of the street
must remain open and free of obstructions in order that emergency vehicles
are allowed access.
F.
The applicant must erect barricades, warning signs, etc.,
acceptable to the Town Superintendent of Highways at the ends of the street
closed to traffic.
G.
The applicant shall be responsible for cleaning the street
after the event is over.
The Town Superintendent of Highways shall notify the Chief of Police
at least 48 hours prior to the temporary closing of any town street.
The issuance of any permit hereunder does not constitute a waiver or
variance to any state or town laws (i.e., noise, criminal nuisance).
