GENERAL REFERENCES

As used in this article, the following terms
shall have the meanings indicated:
A vehicle with two wheels, one in front of the other, and
having a saddle-like seat for the rider. It is steered by turning
a handlebar and is driven by pedals.
A velocipede with three wheels, usually one in front and
one on each side behind, propelled by pedals or hand levers.
Application for the registration of a bicycle
shall be made annually in the office of the Chief of Police upon forms
furnished by the Chief of Police. The application shall contain the
full name and address of the owner, the names and address of the parents
where the applicant is a minor, the serial or identifying number on
said bicycle and such other statement of facts as shall be determined
by the Chief of Police. In the case of a minor, the application shall
be signed by the parent of such minor.
No bicycle shall be operated upon any street
or sidewalk in the Borough of Oakmont until such bicycle shall have
been properly registered in the office of the Chief of Police of the
Borough of Oakmont and until the registration plate or tag issued
for such bicycle for the current year is received and displayed as
required by this article.
The Chief of Police, upon registering a bicycle,
shall issue to the owner a registration plate or tag which shall contain
the registration number assigned to said bicycle, the year for which
said registration plate or tag is issued and such other information
as may be determined by the Chief of Police.
A.
No person shall operate a bicycle unless such bicycle
has been registered and carries thereon the registration plate or
tag issued as aforesaid.
B.
Every bicycle shall be equipped with a horn or other
suitable warning device that may be distinctly heard at a distance
of 20 yards.
C.
Every bicycle shall be equipped at night with a properly
functioning headlight and taillight or red reflector, visible under
normal atmospheric conditions from a distance of at least 300 feet.
D.
Bicycle riders shall at all times observe and obey
traffic laws, signs and signals.
E.
No bicyclist shall carry upon his bicycle any child
or other persons, unless a proper seat or carrying device is provided.
Riding on the bars or frame of a bicycle is strictly prohibited, nor
shall the operator of a bicycle permit any person to so ride upon
such bicycle.
F.
No bicycle shall be allowed to proceed into the street
or sidewalk by inertia or momentum with the feet of the rider removed
from the pedals.
G.
Bicyclists shall keep both hands on the handlebars.
It shall be unlawful for any person riding on a bicycle to ride in
a weaving fashion, to ride from side to side on any street or sidewalk
or to practice any fancy tricks or zigzag riding.
H.
I.
Riders of bicycles, when dismounted, may lead their
bicycles along the sidewalks in single file, except on crowded or
congested sidewalks; and bicycles may be allowed to stand on the sidewalks,
provided that they cause no obstruction.
J.
No rider of a bicycle shall throw or lean a bicycle
in any gutter or against the curb of any street or sidewalk in the
borough in such a manner as to interfere with vehicles driving up
to or standing at a curb.
K.
Bicyclists shall ride at the extreme right side of
the street or sidewalk, with traffic. It shall be unlawful to ride
on the left side of the street or sidewalk facing traffic.
L.
Bicyclists shall ride in single file. It shall be
unlawful to ride two or more abreast.
M.
No bicyclist shall carry any package on a bicycle
except in a basket or other carrying device attached securely to the
bicycle in such a manner as not to interfere with the steering or
pedaling of such bicycle or the vision of the bicyclist.
N.
Bicyclists shall use arm signals when turning and
shall dismount and walk across crowded or busy intersections.

Any person or persons violating any of the provisions
of this article shall, upon conviction thereof before the District
Justice, surrender the registration plate issued as aforesaid and
suffer the suspension of the privilege to operate said bicycle for
a period not exceeding 30 days or, at the discretion of the District
Justice, be sentenced to pay the costs of prosecution and to forfeit
and pay a fine not exceeding $600, and in default of payment of such
fine and costs, to undergo imprisonment for a period not exceeding
30 days.[1]
