This chapter may be known and referred to as the "Rappahannock County Tradesmen Certification Standards."
The Building Official is hereby designated to act as the enforcing agency for the enforcement of the Virginia Tradesmen Certification Standards, duly adopted by the Virginia Board of Housing and Community Development under authority of § 15.1-11.4 and § 36-99 of the Code of Virginia. Enforcement shall be according to the terms set forth below. No person who engages in or offers to engage in, for the general public and for compensation, plumbing and building-related mechanical or electrical work in Rappahannock County shall do so without first obtaining a certificate in accordance with this chapter, unless such person is exempt by law. To receive such certificate, an applicant must pass an examination to determine his/her qualifications, such examination to be in accordance with the standards of the Board of Housing and Community Development.
Enforcement of the Tradesmen Certification Standards shall be instituted by the Building Official in accordance with the provisions of the Virginia Tradesmen Certification Standards.
Every person making application for examination pursuant to this chapter shall pay a fee in an amount approved by the Board of Supervisors. Application fees paid pursuant to this chapter shall not be refunded to either successful or unsuccessful applicants.
The Rappahannock County Board of Building Appeals is hereby designated as the appeals board to hear appeals arising from the application or interpretation of the Tradesmen Certification Standards.
The Building Official shall establish such procedures or requirements as may be necessary for administration and enforcement of this chapter. The procedures are to be approved by the Board of Supervisors.
It shall be unlawful for any person, firm or corporation, on or after the effective date of this chapter, to violate any provision hereof. Any such violation shall be deemed a misdemeanor, and any person, firm or corporation convicted of a violation shall be punishable by a fine of not more than five hundred dollars ($500.).
This chapter shall become effective on July 1, 1992.
Any person who meets the requirements of Section 2.1A of the Virginia Tradesmen Certification Standards, is eligible to file for exemption from any further local certification requirement under this chapter.
Temporary certification shall be made available under the Tradesmen Certification Standards and shall be administered in accordance with Section 2.2, Temporary Certification, of the Virginia Tradesmen Certification Standards.
