The purposes of this chapter are to preserve the public peace and protect public health and safety.
No person, firm or corporation shall operate or promote any place of public amusement, entertainment or recreation for which a fee is charged; operate or possess any machine or game or other device operated as a game of skill requiring payment of a fee; or operate in a public place or place open to the public a public address system or other device for the transmission, amplification or reproduction of music or voice, without a license obtained annually as hereinafter provided.
Application for such a license shall be completed on a form provided by the Town and shall be submitted to the office of the First Selectman. After endorsement of such application by the Fire Marshal, Director of Health, and Senior Police Officer, the license shall, within 14 days of the submission of the application, either be granted or, upon written notice to the applicant, be ordered by the Board of Selectmen to be submitted to a public hearing, conducted by the Board of Selectmen. No license shall be denied by the Board of Selectmen without such public hearing, and a license may be denied only for reasons consistent with the purposes of this chapter.

Fees for the licenses to be issued under the provisions of this chapter shall be set by the Board of Selectmen.[1]

B. 
Fees may be waived by the Selectmen for nonprofit, charitable events or activities.
The Board of Selectmen is authorized and empowered, after a hearing, reasonable notice of which shall be mailed to the holder of any license granted hereunder, to revoke such license if the Board finds that the premises or devices so licensed are conducted or operated in a manner inconsistent with the purposes expressed in § 13-1 hereof.
Any person, firm or corporation engaging in any of the activities described in § 13-2 hereof without the required license shall be in violation of this chapter and shall be subject to a penalty of $100 for each day of continued violation, paid to the Treasurer of the Town of Old Lyme.
The issuance of licenses hereunder shall be consistent with all state and municipal laws and regulations, including, specifically, that Old Lyme zoning regulation which limits the number of devices in one establishment operated as games of skill.
