A.
To promote the educational, cultural, economic and general
welfare of the public through the preservation and protection of buildings,
places and districts of historic interest by the maintenance of such as landmarks
in the history of architecture of the Town, state or nation, and through the
development of appropriate settings for such buildings, places and districts,
there is hereby established an historic district in the Town of Old Lyme to
be known as "Old Lyme Historic District No. 1."
B.
Historic District No. 1 is situated in the center of
Town and is located on both sides of the main street, known as "Lyme Street,"
and its boundaries are hereby fixed and defined as follows:

The easterly and westerly boundaries of the District shall be:

(a)

A line drawn 300 feet easterly or westerly, as the case may be, from
the center line of Lyme Street; or
| ||

(b)
|
In respect to parcels of land contiguous to Lyme Street; or that boundary
of such parcels which is most distant from the center line of Lyme Street,
whichever shall be closer to said center line.

The northerly boundary of the District shall be a line drawn from the
easterly boundary to the westerly boundary along the southerly line of Rose
Lane, along the easterly line of the Boston Post Road, to a point opposite
the southerly line of the small Town green at the junction of Sill Lane and
the Boston Post Road, along the southerly line of the Town green and across
Sill Lane to the southerly boundary of the District.

The southerly boundary of the District shall be a line drawn from the
easterly boundary to the westerly boundary 300 feet from the foot of Lyme
Street through land now or formerly of Barney.

C.
All of the foregoing area included in the District shall
be shown on a map delineating the area involved, which map is incorporated
herein by reference and is to be kept on file by the Historic District Commission.
A.
An Historic District Commission is hereby established
which shall consist of five members and three alternate members, all of whom
shall be electors of the Town holding no salaried Town office. The members
of said Commission shall be appointed by the Board of Selectmen, and the regular
members shall be appointed in such manner that the term of at least one member
shall expire each year, and their successors shall be appointed in like manner
for terms of five years, and alternates shall be appointed for terms of three
years. An appointment to fill a vacancy shall be for the duration of the unexpired
term. At least one member and one alternate member of the Commission shall
be residents or property owners within the Historic District.
B.
Within a period of 30 days after the appointment of the
original members of the Commission, the regular members shall meet and elect
a Chairman, Vice Chairman and Clerk from its own members. Alternate members
shall not participate in any election of officers of the Commission. In all
other matters, in case of inability to act because of absence, sickness or
self-interest on the part of a member of the Commission, his place shall be
taken by an alternate member designated by the Chairman. All members shall
serve without compensation. The Commission shall adopt rules of procedure
not inconsistent with the provisions of the statutes of the state and may,
subject to appropriation, employ clerical or technical assistants or consultants
and may accept money gifts and expend the same for such purpose.
C.
The Historic District Commission shall have such powers
and perform such functions and shall be subject to such limitations as shall
from time to time be provided by the Connecticut General Statutes.
