No person, except as otherwise authorized by law, shall peddle, sell, or attempt to sell from house to house within the Town of Old Lyme any goods, wares, merchandise or books, magazines or subscriptions to publications, or services, unless he shall have obtained a license pursuant to § 115-2 of this chapter.
A.
The First Selectman is authorized and directed to accept
applications for licenses for the selling from house to house within the Town
of Old Lyme of any goods, wares, merchandise, books, magazines or subscriptions
to publications, or services, with application fees to be set by the Board
of Selectmen.
B.
The First Selectmen shall make suitable inquiry into
the character of the applicant in each case and make investigation of the
prior activities of the applicant and seek reports of law enforcement agencies,
where appropriate, and shall either approve or deny said application based
upon whether or not he finds the applicant to be a person who by his prior
record is one who has not violated the laws or regulations of other towns
or states in connection with any such house-to-house activity.
The Selectmen shall issue licenses to those found to be of satisfactory
character after said investigation, provided that said license shall limit
the selling or house-to-house visiting for purposes of selling to the hours
of 9:00 a.m. to 5:00 p.m. only.
