The Town of Old Lyme, acting herein by authority of Chapter 98 of the Connecticut General Statutes, hereby establishes this article concerning traffic and parking regulations for the use of traveled and parking areas at the public park known as "Hains Park," situated within the Town of Old Lyme.
Whenever in these regulations the following terms are used, they shall have the meanings ascribed to them as herein set forth and, without limiting their generality, shall mean:
PARKING AREA
That lot or area located, used and designated as the parking lot within Hains Park together with two approaches for ingress and egress from Connecticut Route 51.
PARKING, PARK or PARKED
The standing of a vehicle, whether occupied or not, upon the parking area or right-of-way, otherwise than temporarily for the purpose of, and while actually engaged in, receiving or discharging passengers or in obedience to traffic regulations or traffic signs.
RIGHT-OF-WAY
A certain piece or parcel of land shown as a right-of-way on a map titled "Plan of Wecklar Property, Rogers Lake, Showing Right-of-Way Sept. 1936," scale one inch equals 40 feet, on file in the Town Clerk's office in the Town of Old Lyme, and more particularly bounded and described as follows: An L-shaped parcel over which easements to land of abutting owners have been previously granted, containing about 1/2 acre, more or less, bounded as follows:
Beginning at a pipe on the northerly property line of New Haven Turnpike, as shown on said map; thence running in an easterly direction for a distance of 25 feet along the northerly edge of said turnpike to a point; thence running in a northerly direction for a distance of 160.4 feet to a pipe, as shown on said map; thence running in a northwesterly direction a distance of 184.6 feet to a pipe, as shown on said map; thence running in a southwesterly direction for a distance of 25 feet, as shown on said map, to a point; thence running in a southeasterly direction to a distance of 168 feet to a pipe, as shown on said map; thence running in a southerly direction for a distance of 150 feet to a pipe, as shown on said map, said pipe marking the point or place of beginning.
VEHICLE
Includes any device suitable for the conveyance of passengers or materials or the drawing or other transportation of persons or property, whether operated on wheels, runners, cushion of air between it and the surface or by any other means, except those used exclusively upon tracks.
No person shall operate a vehicle, nor shall the owner of any vehicle allow such vehicle to be operated, at any time or under any condition of grade, surface, speed, load, acceleration or weather conditions in such a manner as to cause any unnecessary or unusual noise.
No vehicle shall be parked in Hains Park other than in the parking area. No vehicle shall be parked at any time or in such a manner so as to interfere with a normal flow of traffic.
All vehicles shall have the right to use:
A. 
The parking area for parking and for ingress and egress to Connecticut Route 51.
B. 
The right-of-way for purposes of ingress and egress to or from Connecticut Route 51, but not for any other purpose.
The provisions of §§ 161-3, 161-4 and 161-5 shall not apply to operators of maintenance vehicles of the State of Connecticut or the Town of Old Lyme so far as such exemption is necessary while such operators of equipment are engaged in maintenance operations on any highway, route, street or park.
Any owner or operator of any vehicle who violates §§ 161-3 and 161-4, or who uses a vehicle in any manner for parking or driving in violation of § 161-5, shall be fined not more than $50 for each violation.
