[HISTORY: Adopted by the Town Meeting of the Town of Old Lyme 7-24-1978. Amendments noted where applicable.]
There shall be established a Bureau that shall be named the "Lymes Youth Service Bureau."
That Bureau shall be responsible for the planning, coordination, evaluation and implementation of programs for the youth of the Towns of Lyme and Old Lyme. For these purposes, the Bureau shall be authorized to sign such contracts with service agencies or associations that will provide assistance in the implementation of youth programs, provided that legal authority is received from the proper Town boards or commissions prior to taking such action. The Bureau shall be authorized, for the Towns, to sign such applications as are necessary for federal or state funds that may be available for youth service bureaus or programs.

Said Bureau shall be composed of not more than 12 members from the Town of Old Lyme.
A. 
The 12 members from Old Lyme shall be appointed as follows:
(1) 
The Board of Selectmen of Old Lyme shall appoint one member.
(2) 
The remaining 11 members shall be appointed by said Bureau.
B. 
The membership of the Bureau, including those members from the Town of Lyme, shall include the following:
(1) 
One member from the Board of Education from Regional School District 18;
(2) 
One member from the local churches;
(3) 
One member from the local Police Department;
(4) 
One member from a private youth serving agency;
(5) 
Two members who have not reached their 21st birthday as of the date of their appointment; and
(6) 
At least 1/3 of the members shall be citizens who receive less than 50% of their wages or livelihood by delivering services to youth and their families and who manifest an interest in youth services.
C. 
All terms of members shall be for a period of two years or until a successor is appointed and qualified.
A. 
Any vacancy occurring of those members appointed by the Board of Selectmen pursuant to § 174-3A(1) herein shall be filled for the unexpired term by the Board of Selectmen.
B. 
All other vacancies shall be filled for the unexpired term of the member by the remaining members of said Bureau.
Said Bureau may request funds in the same manner as all other Boards or Commissions of the Town of Old Lyme.
