For the purpose of promoting the public health, safety and general welfare of the Town of South Bethany, the Town is defined by the following districts:

The above districts are bounded and defined as shown on a map entitled "Official Zoning Map of Record of the Town of South Bethany, Delaware," as adopted and revised by the Town Council and attested by the Council Secretary. Said map and all explanatory matter thereon are hereby made a part of this chapter and will hereinafter be referred to as the "Zoning Map." Said map will be retained in the Town Hall and copies made available to the public.
If, in accordance with the provisions of this chapter, changes are made in the zoning district boundaries, such changes shall be made on the Zoning Map after the changes have been approved by the Town Council, and then the map shall be recorded in the office of the Recorder of Deeds for Sussex County, Delaware. Such changes or amendments shall not become effective until the Zoning Map has been duly recorded. All changes to the boundaries of the Coastal Floodplain District and/or any of its subdistricts may be made only with the approval of the Federal Emergency Management Agency (FEMA).
Where uncertainty exists with respect to the boundaries of any of the districts shown on the Zoning Map, the following shall apply:
A. 
Where district boundaries are indicated as approximately following the center lines of streets or street lines, such center lines or street lines shall be construed to be such boundaries.
B. 
Where district boundaries are so indicated that they approximately follow the lot lines, such lot lines shall be construed to be such boundaries.
C. 
Where the district boundaries are neither lot lines nor center lines of streets nor street lines, unless dimensionally or otherwise clearly indicated on the Zoning Map, they shall be determined by use of the scale of said Zoning Map.

The Coastal Floodplain District of the Town of South Bethany shall include all areas subject to inundation by the floodwaters of the one-hundred-year flood or subject to shoreline erosion caused by a one-hundred-year flood. The source of this delineation shall be the Flood Insurance Study for the Town of South Bethany as issued and prepared for the Federal Emergency Management Agency (FEMA), as updated. Included within the aforementioned Flood Insurance Study is the delineation of a coastal high-hazard area. It is a subdistrict of the Coastal Floodplain District which is subject to high-velocity waters, including wave action. This area shall be subject to stringent regulation per Article XIV due to the nature and intensity of the flooding hazard which exists.

The Public District of the Town of South Bethany is divided into a P1 and P2 District. The P1 District shall include all municipal lands used for public purposes with improvements, such as buildings for Town offices, maintenance or public utilities or private utilities. The P2 District shall include all municipal lands used for public purposes without improvements, such as wildlife areas or natural parks.
In the event that the Zoning Map becomes damaged, destroyed, lost or difficult to interpret, the Town Council shall adopt an exact duplicate of the then-current Zoning Map, which shall supersede the prior Zoning Map and be duly recorded.
