The Town of Colchester adopts the following Historic District Chapter, pursuant to the provisions of C.G.S.§ 7-147a.
To promote the educational, cultural, economic and general welfare of the public through the preservation and protection of the distinctive characteristics of buildings and places associated with the history of or indicative of a period or style of architecture of the Town of Colchester, State of Connecticut and United States of America and through the development of appropriate settings for such buildings and places, there is hereby established an Historic District in the Town of Colchester to be known as the "Colchester Historic District."
The Colchester Historic District shall encompass the following: Beginning at a point in the southerly highway line of Linwood Avenue (Connecticut Route 16) at its intersection with a line comprising a southeasterly extension of the easterly highway line of Cragin Court; thence running generally northwesterly across Linwood avenue and along the easterly highway line of Cragin Court, a distance of 300 feet more or less to a point; thence running generally northeasterly a distance of 83 feet more or less, and generally southeasterly a distance of 200 feet more or less to a point in the northwesterly highway line of Main Street, the last three courses running along land now or formerly of the Trustee of the Cragin Memorial Library: thence running generally northeasterly along said northwesterly highway line of Main Street, a distance of 412.5 feet more or less to the intersection of the northwesterly highway line of Main Street and the westerly highway line of Broadway; thence continuing across said Broadway to the southern corner of the northern most, triangular portion of the Colchester Green; thence running generally northwesterly along the southwestern bound of said Green, a distance of 258 feet to the northwestern corner of said Green; thence running generally southeasterly a distance of 221 feet more or less along the northeastern bound of said Green to the eastern corner of said Green; thence continuing in a generally easterly direction across the intersection of Broadway, Lebanon Avenue and Hayward Avenue to the northwestern corner of land now or formerly of Getzoff; thence running generally northeasterly along the southerly highway line of Lebanon Avenue, a distance of 315 feet more or less; thence running generally southeasterly along said land now or formerly of Getzoff, a distance of 398 feet more or less to land now or formerly of Thompson; thence running generally westerly along said land now or formerly of Thompson; to a point in the northern property line of said Thompson due north of the northeastern corner of land now or formerly of Colchester Grange No. 78 Inc.; thence running due south to said northeastern corner of land now or formerly of Colchester Grange No. 78 Inc.; thence running generally westerly a distance of 151 feet more or less, to land now or formerly of Johnston; thence running generally southerly along said land now or formerly of Johnston; and land now or formerly of Brennen, a distance of 152 feet more or less to land now or formerly of Parsons; thence running generally easterly a distance of 50 feet more or less, and southerly a distance of 54 feet more or less to land now or formerly of Turner, the last two courses running along said land now or formerly of Parsons; thence running generally easterly a distance of 45 feet more or less generally southerly a distance of 75 feet more or less, generally westerly a distance of 72 feet more or less, generally southerly a distance of 134 feet more or less, and generally westerly a distance of 129 feet more or less to a point on the easterly highway line of Hayward Avenue, the last five courses running along land now or formerly of Turner; thence running generally southerly along said easterly highway line of Hayward Avenue a distance of 42 feet more or less to the intersection of the easterly highway line of Hayward Avenue and the northerly highway line of Norwich Avenue; thence continuing in a generally southerly direction across said Norwich Avenue to the northeastern corner of land now or formerly of the Trustees of Bacon Academy (commonly known as the DAR House); thence running along said land now or formerly of the trustees of Bacon Academy generally southerly a distance of 81 feet more or less, and generally westerly a distance of 41 feet more or less to land now or formerly of the Town of Colchester; thence running along said land now or formerly of the Town of Colchester in a generally southerly and then a generally westerly direction to land now or formerly of Goldberg; thence running generally southerly along said land now or formerly of Goldberg to its southeastern corner; thence continuing along said land now or formerly of Goldberg generally westerly a distance of 151 feet more or less and generally northerly a distance of 100 feet more or less to the southerly highway line of said Norwich Avenue; thence running generally westerly along said southerly highway line of Norwich Avenue a distance of 196 feet more or less to the intersection of the southerly highway line of Norwich Avenue and the easterly highway line of Main Street; thence running generally southerly along the easterly highway line of said Main Street a distance of 1,250 feet more or less to a point opposite land now or formerly of Green (the Breed Tavern lot); thence running westerly across said Main Street to a point at the southeastern corner of land now or formerly of said Green, thence running generally westerly a distance of 200 feet more or less, generally northerly a distance of 39 feet more or less, generally westerly a distance of 20 feet more or less and generally northerly a distance of 247 feet more or less to the southern boundary of land now or formerly of Solomon, the last four courses running along said land now or formerly of Green; thence running generally westerly along the southern boundary of said land now or formerly of Solomon to its southwestern corner; thence running generally northerly along the western boundary of said land now or formerly of Solomon and the western boundary of land now or formerly of Condren, a distance or 238 feet more or less to the southern boundary of land now or formerly of Brown; thence running in a generally westerly direction along the southern boundary of said land now or formerly of Brown to its southwestern corner thence running generally northerly along the western boundary of said land now or formerly of Brown and the western boundary of land now or formerly of Sabrowski, a distance of 236 feet more or less; thence running generally easterly along said land now or formerly of Sabrowski a distance of 173 feet more or less; thence running generally northerly along said land now or formerly of Sabrowski a distance of 52 feet more or less to land now or formerly of Collins; thence running generally westerly along the southerly boundary of said land now or formerly of Collins a distance of 175 feet more or less; thence running generally northerly along the western boundary of said land now or formerly of Collins a distance of 238 feet more or less; thence running generally easterly along said land now or formerly of Collins a distance of 65 feet more or less; thence running generally northerly along said land now or formerly of Collins, and land now or formerly of the Colchester Federated Church, a distance of 373 feet more or less; thence running generally easterly along the southerly highway land now line of Stebbins Road and the northern boundary of said land now or formerly of the Colchester Federated Church, a distance of 230 feet more or less, to a point in the western boundary of land now or formerly of the Trustees of Bacon Academy (the Day Hall property); thence running generally northerly along said land now or formerly of the Trustees of Bacon Academy to its northwestern corner; thence running generally easterly along the northern boundary of said land now or formerly of the Trustees of Bacon Academy a distance of 81 feet, more or less, to a point in the westerly highway line of Main Street, a distance of 235 feet, more or less, to its intersection with the southerly highway line of Linwood Avenue; thence running generally southwesterly along said southerly highway line of Linwood Avenue to the point and place of beginning.
A. 
An Historic District Commission is hereby established, which shall consist of five members and three alternate members, all of whom shall be electors of the Town of Colchester holding no salaried town office. The members of said Commission shall be appointed by the Board of Selectmen. The regular members shall be appointed in such a manner that the term of a least one member shall expire each year, with their successors to be appointed in like manner for terms of five years. Alternate members shall be appointed for terms of three years. The Selectmen are further empowered to make appointments to fill vacancies, which appointments shall be for the duration of the vacated unexpired term. At least one member of the Commission shall be a resident within the Historic District.
B. 
Within a period of 30 days after the appointment of the original members of the Commission, the regular members shall meet and elect a Chair, Vice Chair and Clerk from among the membership. Alternate members shall not participate in any election of officers of the Commission. In all other matters, in case of an inability to act because of absence, sickness of self-interest on the part of any member of the Commission, that Commissioner's place shall be taken by an alternate member designated by the Chair. All members shall serve without compensation. The Commission shall adopt rules of procedure not inconsistent with the provisions of the General Statutes of the State of Connecticut and may, subject to appropriation, employ clerical or technical assistance or consultants and may accept money gifts and expend the same for such purposes.
The Historic District Commission shall have powers and perform such functions and shall be subject to such limitations as shall from time to time be provided by C.G.S.§ 7-147.

The Zoning Enforcement Officer of the Town of Colchester shall serve as enforcement officer for such activities pertaining to the jurisdiction of the Colchester Historic District Commission.
