Section 22a-220 of the Connecticut General Statutes requires the Town of Colchester to make provisions for the safe and sanitary disposal of septic tank pumping generated within its boundaries. The Town of Colchester has arranged for the disposal of said septic tank pumpings in a disposal facility maintained by the City of Norwich. Section 22a-220(a) of the Connecticut General Statutes further provides that the town may, by action of its legislative body, provide for the levying of a charge for such disposal of septic tank pumpings.
Pursuant to C.G.S.§ 22a-220(a), any person not in the employ of the Town of Colchester who utilizes the facilities of the City of Norwich for the disposal of septic tank pumpings generated within the Town of Colchester shall be responsible for the payment of any and all charges or fees levied by said city for said disposal. The Town of Colchester shall incur no expense by virtue of its provision for the disposal of septic tank pumpings in the City of Norwich.
