There is hereby established a Public Library Department which shall be responsible for operating the Town's Public Library, which shall be known and named the "East Hampton Public Library."
A. 
The Library Director shall be head of the Public Library Department, and shall be appointed by the Town Manager as prescribed by Section 3.3 of the East Hampton Town Charter, as amended.
B. 
The Library Director shall be responsible for the proper operation of the Public Library Department, shall make recommendations for policies and programs and shall be responsible for the supervision of personnel assigned thereto. The Library Director shall perform all other duties as prescribed by the job description for the position under the general direction of the Town Manager.
Each year, at such time or times that the Town Manager shall prescribe, the Library Director shall prepare and submit to the Town Manager an estimated budget for the operation of the Library Department, together with any other information for the ensuing fiscal year.
The Town Council, as prescribed by Town Charter, as amended, shall adopt a uniform personnel policy for all employees assigned to the Library Department. The Town Council shall review and adopt all operating policies of the Library Department or shall delegate the approval of such policies to the Town Manager.
All incumbent library personnel, including the Director, upon the adoption of this article, shall continue employment without interruption, and shall maintain the longevity and seniority that they enjoyed prior to the adoption of this article.
This article shall take effect on the day following the election of the Town Council on November 7, 1989. All other ordinances pertaining to the East Hampton Public Library, adopted prior to the date this article becomes effective, are hereby repealed.
