The Planning Commission of the Town of East Hampton is hereby designated as the Planning and Zoning Commission, which shall have all the powers and duties of both a Planning Commission and Zoning Commission authorized under the laws of the State of Connecticut.
The Planning and Zoning Commission shall consist of seven members who shall be electors of the Town of East Hampton holding no salaried municipal office. Members of the Commission shall be appointed by the Town Council.
A. 
On the effective date of this article, all present members of the Planning Commission shall be appointed to the Planning and Zoning Commission as follows: member with present term expiring January 10, 1982, shall be appointed with term expiring December 31, 1981; member with present term expiring January 10, 1983, shall be appointed with term expiring December 31, 1982; member with present term expiring January 10, 1984, shall be appointed with term expiring December 31, 1983; member with present term expiring January 10, 1985, shall be appointed with term expiring December 1984; member with present term expiring January 10, 1986, shall be appointed with term expiring December 31, 1985. The Town Council shall appoint two additional members as follows: one term expiring December 31, 1984, and one term expiring December 31, 1985.

Upon the expiration of the initial terms, subsequent appointments shall be for the term of five years, commencing on the first day of January.
Vacancies shall be filled by the Town Council for the unexpired portion of the term.
Upon the adoption of this article and the appointment of a Planning and Zoning Commission hereunder, the present Zoning Commission shall cease to exist, and its books and records shall be turned over to the Planning and Zoning Commission established hereunder, provided all regulations promulgated by the present Zoning Commission shall continue in full force and effect until modified, repealed or suspended in accordance with the provisions of the Connecticut General Statutes, as amended.
The Commission established hereunder shall elect a Chairman and Secretary from its members, shall adopt rules for the transaction of its business, and shall keep a public record of its activities.
There shall be minority representation in accordance with Connecticut General Statutes, as amended, on the Planning and Zoning Commission.

There is hereby established a panel of alternates to the Planning and Zoning Commission consisting of three electors of the Town of East Hampton who shall be appointed by the Town Council. At the time of original appointment, one member shall be appointed to serve until December 31, 1981, one member until December 31, 1982, one member until December 31,1983, and each successor shall be appointed for a term of two years commencing on the first day of January.
Any member of the panel of alternates shall, when designated to act for any member of the Planning and Zoning Commission as provided in § 8-1b of the General Statutes of Connecticut, as amended, have all the powers and duties of a member of the Planning and Zoning Commission.
The unexpired term of any alternate shall be filled by appointment of the Town Council.
There shall be minority representation per State statute requirements on the panel of alternates to the Planning and Zoning Commission.
