The Selectmen shall have the general direction and management of the property and affairs of the Town in all matters not otherwise specifically provided for by law or by this Division 2 of the Code.
A. 
The Selectmen shall not grant a license or permit for the permanent establishment of any enterprise not in a commercial zone, whether it is commercial, fraternal or non-profit-making without first conducting a public hearing at which the owners of adjoining properties shall have the right to be heard. Notice of said hearing shall be published one time only and at least seven days before such hearing in that newspaper having the largest circulation in Town.
B. 
The Selectmen may grant a license or permit in a commercial area upon application, and said license shall be subject to reasonable conditions issued in the best interest of the Town by the Board of Selectmen. A public hearing will not be required for said license.
In all cases of disposal by sale of Town property as provided by law or by vote of Town Meeting, the Selectmen shall publish notice of said sale one time only 10 days prior to the date of the sale in that newspaper having the largest circulation in Town.
All resignations of elected and appointed Town officers shall be sent to the Town Clerk who shall forthwith notify the Selectmen and/or the appointing authority and any board, committee or commission which may be affected by said resignation.
