No person shall loiter, saunter or continue to sit or stand in any street, public place, public building or any property not his/her own or under his/her control, so as to obstruct or impede the free passage of any other person, after having been directed to move on by a police officer.
Any person or persons in violation of this chapter shall be subject to arrest and punished by a fine of $50 for each violation.
