A.
Any person convicted of a violation of any rule, regulation
or order made hereunder, except as otherwise provided, shall be punished
by a fine not exceeding $20 for each offense.
B.
Pursuant to the authority granted by MGL c. 90, § 20C,
any person violating any rule, regulation or order made herein regulating
the parking of motor vehicles shall be punished by a fine for each
offense as hereinafter set forth:

Group A: fine of $10.
(a)
Within 20 feet of an intersection.
(b)
Upon a crosswalk or sidewalk.
(c)
All-night parking when restricted.
(d)
Prohibited area.
(e)
Wrong direction.
(f)
Improper angle parking.
(g)
Double parking.
(h)
Safety zone.
(i)
Over one foot from curb.
(j)
Loading zone.
(k)
Within intersection.
(l)
Street cleaning.
(m)
Unauthorized parking lot.
(2)
Group B: fine of $15.
(a)
Within 10 feet of a hydrant.
(b)
Obstructing public transportation.
(c)
Less than 10 feet unobstructed lane.
(d)
Fire station entrance within 10 feet.
(e)
Across street from fire station.
(f)
Across private road or driveway.
(g)
Parking in violation of snow removal regulations.
(h)
Parking more than 12 inches from curb.
(i)
Parking in access lane.
(j)
Parking within 10 feet of fire hydrant.
(k)
Parking within a posted or marked fire lane
(yellow curb).
(l)
Parking within a posted emergency vehicle area.
(m)
Parking so as to block a gateway of field entrance.
C.
No person, other than an employee in the service of
the Town of Blackstone or an employee in the service of an independent
contractor acting for the Town of Blackstone, shall throw, pile, push,
or plow snow or ice onto a Town layout, including but not limited
to a street, roadway, lane, byway or sidewalk so as to impede the
flow of traffic on such ways. Whoever violates this section shall
bear the cost of cleanup and shall be punished by warning on the first
offense; not more than $50 on the second offense; and not more than
$100 for any subsequent offenses. Such provisions to be enforceable
by the Blackstone Police Department under the provisions of MGL c.
40 § 21D.

A.
These rules are adopted with the intent that each
of them shall have force and effect separately and independently of
every other except insofar as by express reference or necessary implication
any rule or any part of a rule is made dependent upon another rule
or part thereof.
B.
All official signs, markings, signal systems or devices
erected or installed under prior rules or regulations and necessary
to the enforcement of this chapter shall be deemed to have been lawfully
erected or installed hereunder, provided that the same were erected
or installed with the permission and approval of the Department of
Public Works of the Commonwealth of Massachusetts, and insofar as
the same are necessary as aforesaid for the enforcement of this chapter,
they shall be deemed continuing hereunder, but in all other respects,
all prior rules, orders and regulations made by the Board of Selectmen
of the Town of Blackstone for the regulation of vehicles are hereby
expressly repealed. This repeal, however, shall not affect any punishment
or penalty imposed or any complaint or prosecution pending at the
time of the passage hereof for any offense committed under said prior
rules, orders or regulations hereby repealed, nor shall said repeal
be effective unless and until this chapter has been approved and published
as required by law.
If any section, subsection, sentence, clause
or phrase of this chapter is for any reason unconstitutional, such
decisions shall not affect the validity of the remaining portion of
this chapter. The Board of Selectmen hereby declares that it would
have passed these regulations and each section, subsection, sentence,
clause or phrase thereof irrespective of the fact that any one or
more sections, subsections, sentences, clauses or phrases be declared
unconstitutional.
If any vehicle is found upon any street or highway
in violation of any provisions of this chapter and the identity of
the driver cannot be determined, the owner or the person in whose
name such a vehicle is registered shall be held prima facie responsible
for such violation(s).
