In an effort to promote increased recycling and responsible refuse disposal the following requirements will be imposed, under the provisions of MGL c. 111, §§ 31A and 31B, upon all companies permitted to collect, haul, and dispose of residential waste and recyclable material in the Town of Blackstone.
No person shall collect or transport residential waste through the streets of the Town of Blackstone without first obtaining a permit from the Board of Health. Residential waste consists only of waste received from residential dwellings and does not include industrial or commercial waste or waste generated by business located in a residential zone.
The Board reserves the right to reject applications or revoke permits based on inaccurate information, failure to comply with the regulations or for any reason that would indicate that the Town's interests would not be served by the issuance of a permit.
The permit fee is $100 per calendar year and must be renewed by December 31.
No permit shall be transferred except with the approval of the Board of Health.
The permittee shall provide recycling services to allow compliance with the State of Massachusetts Department of Environmental Protection's (DEP) Solid Waste Ban by the effective date of those bans.
Residential waste which is spilled shall be immediately picked up and removed by the permittee.
We are asking that you submit a list, by address, of all Blackstone residential customers. Please report any additions or deletions to the Board of Health in writing within two weeks of the change.
Each applicant must submit to the Board of Health the following information with the permit application:
A. 
Proof of the tipping location for recycling and residential solid waste. These locations must be licensed processing facilities.
B. 
Truck routes and delivery days. All changes must be reported to the Board of Health in writing within two weeks of the change.
C. 
A copy of the registration and insurance certificates for each truck working in the Town of Blackstone.
D. 
Certificates from an insurance company licensed to do business in the state of Massachusetts showing the applicant carries insurance for personal and property liability.
Certificates of insurance must be provided each year upon renewal of permit.
Individual monthly tonnage figures must be sent to the Board of Health for residential waste, glass, paper, tin and plastics. Copies of certified weight slips from a licensed processing facility must accompany these figures.
Trucks to be used in the collection and transporting of solid waste shall be enclosed packer-type, shall be watertight and must have the company name prominently displayed on them.
Trash trucks are allowed in the Town of Blackstone for collection between the hours of 7:00 a.m. to 5:00 p.m. Monday through Saturday.
The individuals empowered to enforce the provisions of these regulations are the Board of Selectmen, the Board of Health, the Health Inspector or any police officer of the Town.
These regulations shall go into effect as of November 15, 1998.
