The following rules and regulations are established for the protection, care, regulation and control of the Village of Bellevue compost site.
A. 
Use of the Village of Bellevue compost site is limited to Village residents and those individuals receiving authorization from the Village. While using the site an individual must have proof of residency, or written authorization from the Village, available. Failure of an individual to have proof of residency or authorization in his or her possession or to exhibit the same to any authorized representative or employee of the Village of Bellevue shall constitute a violation of this chapter.
B. 
Improper use of the compost site or the use of the site for any activity other than one designated as an allowable use by any individual shall constitute a violation of this chapter.
A. 
No material except leaves, grass clippings, or brush shall be deposited at the compost site. All items must be deposited in the appropriate windrows.
B. 
The dumping or disposal of any other solid waste, including plastic bags, is prohibited.
C. 
The dumping or disposal in said compost site of any materials from a source outside of the Village of Bellevue is prohibited, except to the extent authorized by the Village.
D. 
The dumping or disposal of material at the compost site shall be subject to such further rules and the Village may establish regulations as necessary from time to time.
A. 
Compost shall be available at the compost site to any Village resident at no cost. There may be times when compost is unavailable.
B. 
Limits may be placed on the quantity of free compost available to residents. This is dependent on supply and demand for the product. The taking of compost in an amount greater than permitted shall constitute a violation of this chapter.
The Village shall set the compost site's hours of operation. These hours will be posted at the site entrance. Use of the site outside hours posted shall constitute a violation of this chapter.
A violation of this chapter is a municipal civil infraction. The penalty for a violation that is a municipal civil infraction shall be a civil fine in an amount set by resolution of the Village Council from time to time.
