It shall be unlawful for any minor under the age of 17 years to loiter, idle, wander, stroll, play, pleasure ride, park, or be in or on any type of vehicle whatsoever, or be, or remain in, on, or about any public street, highway, road, alley, park, playground, or other public grounds, public places and public buildings, vacant lots, places of amusement or entertainment or other unsupervised places in the Village of Bellevue between the hours of 10:00 p.m. until 6:00 a.m. of the following day, except that on Friday and Saturday nights said prohibition for persons 15 and 16 years of age shall be between the hours of 11:00 p.m. and 6:00 a.m. of the following day; provided, however, that the provisions of this section do not apply to a minor accompanied by his or her parents, guardian, or other adult person having the care and custody of the minor, or where the minor is on an emergency errand or legitimate business directed by his or her parent, guardian, and other adult person having the care and custody of the minor, or when the minor is going to, attending, or coming directly from a legitimate church, municipal, or school function, or to a minor whose lawful employment makes it necessary that such minor be in, on, or about the place herein set forth within the prohibited hours contrary to the terms hereof.
It shall be unlawful for any parent, guardian, or other adult person having the care and custody of any minor under the age of 17 years to allow or permit any such minor to loiter, idle wander, stroll, play, pleasure ride, park, or be in or on any type of vehicle whatsoever, or be or remain in, on, or about any public street, highway, road, alley, park playground, or other public grounds, public places and public buildings, vacant lots, places of amusement or entertainment, or other unsupervised places in the Village of Bellevue, contrary to the provisions of and within the time prohibited in § 100-4 of this article. It shall further be unlawful for any parent, guardian, or adult person having the care and custody of any minor children under the age of 17 years to fail or neglect to cause any said minor to refrain from being in or about the place set forth in § 100-4 of this article within the time prohibited, contrary to the terms and provisions of this article.
A violation of this article is a municipal civil infraction. The penalty for a violation that is a municipal civil infraction shall be a civil fine in an amount set by resolution of the Village Council from time to time.
