Until changed by resolution of the Council, the official newspaper for the City shall be the "Daily News" and any successor and interest to the "Daily News."

All fines and forfeitures and penalties recovered for the violation of any provision of the City Charter or any ordinance, resolution, rule or regulation of the City of Breckenridge, Minnesota, shall belong to the City of Breckenridge, Minnesota, and shall be paid to the City Administrator or his/her designee and deposited either into the general fund or some other appropriate fund.

All contracts, deeds and other legal documents of a like nature shall be executed by the Mayor and City Administrator or his/her designee under authority granted by the City Council.

All checks, warrants or drafts involving the payment or disbursement of City funds shall be signed by the Mayor and City Administrator or his/her designee and shall indicate the fund from which the payment is made.
No claims against the City, except fixed charges and wages and salaries previously authorized by the Council or authorized in the Charter, shall be paid until audited and allowed by the Council.

A. 
The Mayor of the City of Breckenridge shall be paid the sum of $4,200 per year and each Council member for the City of Breckenridge shall be paid the sum of $2,400 per year and in addition thereto the Mayor and each of the Council members shall be paid additional compensation for all the time that they spend on City business, as directed and/or authorized by the City Council, except time spent in attending meetings of the City Council. Such additional compensation shall be as follows: For each meeting in a day for the first three hours, the sum of $35. For each succeeding hour, the sum of $23 per hour; provided, however, that such additional compensation shall in no case exceed the amount of $150 in any one day. In order to obtain such additional compensation, the Mayor and any Council member entitled thereto shall first file an itemized claim with the City Administrator and the claim must then be presented and allowed along with the bills and claims and then compensation shall be placed upon the next payroll.
B. 
The Chairperson of the Public Utility Commission of the City of Breckenridge shall be paid the sum of $2,100 per year and each Commissioner of the Public Utility Commission of the City of Breckenridge shall be paid the sum of $1,800 per year and in addition thereto the Chairperson and each of the Commissioners shall be paid additional compensation for all the time that they spend on City business, as directed by the Public Utility Commission, except time spent in attending meetings of the Public Utility Commission. Such additional compensation shall be as follows: For each meeting in a day for the first three hours, the sum of $35. For each succeeding hour, the sum of $23 per hour; provided, however, that such additional compensation shall in no case exceed the amount of $150 in any one day. Commission members, board members and committee members of any boards, commissions or committees established by the City Council of the City of Breckenridge for conducting business of the City shall be paid compensation for all the time that they spend on City business, as directed by the commission, board or committee. Such compensation shall be as follows: For each meeting in a day for the first three hours, the sum of $35. For each succeeding hour, the sum of $23 per hour; provided, however, that such additional compensation shall in no case exceed the amount of $150 in any one day. In order to obtain such compensation, the commission member, board member or committee member shall first file an itemized claim with the City Administrator and the claim must then be presented and allowed along with the bills and claims and then compensation shall be placed upon the next payroll.
D. 
City employees shall not receive additional compensation for time spent on City business unless such compensation is specifically granted by the state statutes, City Council action or a collective bargaining agreement.
