Before adopting a Comprehensive City Plan or any section or amendment of the plan, the Planning Commission shall hold at least one public hearing thereon. A notice of the time, place and purpose of the hearing shall be published once in the official newspaper for the City at least 10 days before the hearing. The proposed plan, section of the plan or amendment shall be transmitted to the City Council and a copy shall also be transmitted to the City Attorney on or prior to the publication of the notice of hearing. Adoption or amendment of the plan or any section thereof shall be by resolution adopted by a majority of all the members of the Planning Commission. A copy of the plan or any section or amendment thereof adopted by the Planning Commission shall be certified to the City Council, and a copy of such certification shall be sent to the City Attorney.

The procedure for adopting zoning regulations, regulations for the subdivision of land, an official map and other matters of a like nature or amendments thereto shall be the same as the procedure for adopting a Comprehensive City Plan, except that if an amendment to a zoning ordinance involves changes in district boundaries affecting an area of 2 1/2 acres or less, a copy of the notice shall be mailed at least 10 days before the date of hearing to each owner or affected property and property situated wholly or partly within 350 feet of the property to which the amendment relates, provided that the name and address of the owner of such property can be ascertained through the exercise of reasonable diligence.
Amendments to the Comprehensive City Plan, Official Map, regulations for the subdivision of land and matters of a like nature may be initiated by the City Council, the Planning Commission or by petition of affected property owners and must be acted upon by the Planning Commission.
All action required by the Planning Commission on matters brought before the Planning Commission by a property owner or referred to the Planning Commission by the City Council for study, review and recommendation must be completed within such time as the City Council may direct and in the absence of such direction within 45 days after such matter has been referred or initiated.[1]

All petitions to vacate streets, alleys and public easements shall first be referred to the Planning Commission for its review and recommendation before being acted upon by the City Council.
