The purpose of the R-3 Multiple-Family Residential District is to provide for high-density housing in multiple-family structures and directly related, complementary uses.
The following are permitted uses in an R-3 District:
A. 
Multiple-family dwelling structures.
B. 
Single- and two-family dwelling structures.
C. 
Boardinghouses as defined in § 190-14 and limited to not more than 10 persons.
D. 
Family day-care home. Subject to the requirements of Chapter 64, Building Construction, Article V, Day-Care Centers, as amended, and the regulations and conditions of the Minnesota Department of Public Welfare, Public Welfare Manual II 3130 as adopted, amended and/or changed shall be satisfactorily met and a written indication of preliminary, pending or final license approval from the regulatory welfare agency shall be supplied to the city.

E. 
Family foster care. Subject to applicable Department of Human Services regulations.
F. 
Public parks and playgrounds.
G. 
Essential services.
The following are permitted accessory uses in an R-3 District:
A. 
All permitted accessory uses allowed in an R-2 District.
B. 
Off-street loading.
The following are conditional uses in an R-3 District, requiring a conditional use permit based upon procedures set forth in and regulated by Article XVIII of this chapter:
A. 
All conditional uses allowed in an R-2 District.
B. 
Any other legitimate uses, which uses are consistent with the intent and purpose of the R-3 District.
