It shall be the duty of the Zoning Administrator to cause the provisions of this chapter to be properly enforced and to administer the same. All requests for conditional use permits and variances shall be filed with the Zoning Administrator on official application forms as designated by the City Council. All applications shall be forthwith forwarded by the Zoning Administrator to the Planning Commission.
A. 
No person shall erect, alter, wreck or move any building, or part thereof, without first securing a building permit therefor.
B. 
Applications for any kind of building permit shall contain such information as may be deemed necessary for the proper enforcement of this chapter on forms approved by the City Council. A building permit shall be issued only after a determination has been made by the Zoning Administrator that the proposed building complies with the terms of this chapter and with other applicable laws, regulations and ordinances.
C. 
Any person who shall violate or fail to comply with any of the provisions of this chapter shall be guilty of a misdemeanor and, upon conviction, be punished as provided in Chapter 1, General Provisions, Article I, General Penalty.
D. 
In the event of a violation or a threatened violation of this chapter, the City Council, in addition to other remedies, may institute appropriate actions or proceedings to prevent, restrain, correct or abate such violations or threatened violations.
