From and after the passage of this article, it shall be unlawful for any and all dogs to run at large in or about the streets, highways, roads and public places in the Borough of Berlin, or to be upon or in any of such places, unless such dog or dogs shall be lead on a chain, leash or line.
Any dog or dogs found in the Borough of Berlin not wearing its proper official license tag or found running at large may be seized by such person or persons as the Chief of Police or the Borough Council of the Borough of Berlin may from time to time appoint for that purpose; any dog or dogs so seized shall be impounded for the period required by law and, if not claimed within said time, may then be destroyed as provided by law.
No person who shall own, keep or harbor a dog or dogs in the Borough of Berlin shall permit the same to run at large at any time within the municipal limits of the Borough of Berlin.

Each and every person violating any of the provisions of this article shall, upon conviction thereof, be subject to a fine of not less than $100 and not more than $500 or imprisonment for a term not exceeding 30 days, or both, in the discretion of the Judge before whom such conviction shall be had.
