A person who operates a vehicle in the Borough
without due caution and circumspection or in any other manner so as
to endanger or be likely to endanger a person or property or who maintains
a vehicle with faulty or unlawful equipment shall be guilty of improper
or unreasonable operation and maintenance.
Upon an initial guilty finding under § 315-30 above, the guilty person shall be punished by a fine of not less than $100 nor more than $250. On a second conviction, a guilty person shall be punished by a fine of not less than $100 nor more than $400.
