Every owner of property along the line of any sewer shall connect the house or buildings on said property to the municipal sewer system within 30 days of notice from the Board of Health to make said connection.
The notice referred to in § 358-1 hereof shall be served upon the owner of said property personally or by leaving it at his usual place of abode with a member of his family above the age of 18 years.

Property owners are required to keep clear, maintain and repair sewer laterals from the sewer main to their facility, building or home.

Any person, firm or corporation who shall violate any of the provisions of this chapter, shall, upon conviction, be punished by a fine not to exceed $1,000.00 and each violation of any of the provisions of this chapter and each day the same is violated shall be deemed and taken to be a separate and distinct offense. If the Department of Public Works is required to respond and flush a lateral that is blocked, the property owner shall be charged a service fee of $200.00 for the first incident and $400.00 for each subsequent call for service.
