Nothing herein contained shall affect the authority of the Police Commissioner to appoint special policemen during emergencies.
All accident reports and reports of violation shall be submitted to the Police Commissioner every week for his review and he, or the Chief of Police, shall submit a report to the Board of Supervisors at its regular meeting.
