Words and phrases, when used in this chapter, shall have the meanings ascribed to them in the Vehicle Code of Pennsylvania,[1] as now in force, or as hereafter amended, enacted or reenacted, except in those instances where the context clearly indicates a different meaning. The singular shall include the plural and the masculine shall include the feminine.

All traffic and parking regulations of a permanent nature shall be enacted as ordinances or as parts of ordinances or as amendments to ordinances of the Township of Allegheny.

A. 
The Chairman of the Board shall have the following powers to regulate traffic and parking temporarily and in times of emergency:
(1) 
In the case of fire, flood, snowfall, snowstorm, storm or other emergency, to establish temporary traffic and parking regulations.
(2) 
In the case of emergency or to facilitate public works or in the case of the conduct of public events, to restrict or prohibit parking or traffic in limited areas for periods of not more than 24 hours.
B. 
Such temporary and emergency regulations shall be enforced by the Police Chief and the police of the Township in the same manner as permanent regulations. Any person who shall operate a vehicle in violation of any such temporary regulations shall be subject to the appropriate penalty as set forth in the Pennsylvania Vehicle Code.[1]

C. 
The Police Chief shall have the power and authority to establish, change and abolish and to designate by appropriate markings or signs, crosswalks, traffic lanes and parking spaces.
The police officers of the Township are hereby given authority to direct traffic on the highways of the Township, and at intersections thereof.
No operator of any vehicle shall make a U-turn upon any street in the Township of Allegheny. Any person who shall violate any of the provisions of this section shall, upon conviction thereof, be subject to the appropriate penalty as set forth in the Pennsylvania Vehicle Code.[1]

The speed limits for the various Township roads shall be posted in accordance with the road and shall not exceed 55 miles per hour nor be less than 15 miles per hour.
The following intersections located in the Township of Allegheny are hereby declared to be stop intersections, and official stop signs shall be erected or are hereby confirmed if heretofore erected in such a position as to face traffic, in the direction or directions hereby indicated. The following intersections located in the Township are declared to be stop intersections and official stop signs shall be erected at the following intersections in accordance with the motor vehicle regulations. All vehicles approaching these intersections shall come to a full stop within a reasonable distance, before entering said intersection.
A. 
Oaks Plan.
(1) 
At the intersection of White Oak Drive and Welty Drive and the stop sign shall be erected on White Oak Drive on the west corner of White Oak Drive.
(2)
