The positions of Executive Director of Economic and Community Development, Administrative Assistant and Fiscal Officer and a secretarial position for said office are hereby created, with the persons to fill said positions and salary of said persons to be established by resolution of the City Council of the City of Bradford.

The Office of Economic and Community Development will be and is hereby made part of the Department of Public Affairs.
The purposes of the Economic and Community Development Office are to be development projects, including but not limited to projects to retain or develop existing industries and the development of new industries; the development and administration of business improvements and administrative services related thereto; the elimination of urban blight; economic development; the loaning and granting of moneys for economic development purposes; general economic planning purposes; and the administration of urban development action grants, community development block grants and all other grants or programs that are consistent with the purposes of this chapter and permissible under state and federal law. In addition, to the extent permitted under the applicable state and/or federal law and regulation, said office may contract to provide services to other municipalities for the purposes set forth above.

The Director of Public Affairs is hereby authorized to execute all necessary instruments to carry out the purposes of this chapter.
