A. 
Establishment. The grade of all streets, alleys and sidewalks shall be established by the Village Board and shall be recorded in the office of the Village Clerk-Treasurer. No street, alley or sidewalk shall be worked until the grade thereof is established. The grade of all streets having curb and gutter on the effective date of this chapter is established at the level then existing.
B. 
Altering grade prohibited. No person shall alter the grade of any street, alley, sidewalk or public ground or any part thereof unless authorized and instructed to do so by the Village Board.
A. 
Right-of-way. The minimum width for all streets hereafter laid out, dedicated, platted or acquired by deed in the Village shall be 66 feet and shall be free from any liens or unpaid taxes.
B. 
Surface.
(1) 
The surface of every Village street shall be 36 feet wide.[1]

(2) 
The roadbed shall have nine inches of sand lift over the entire road area.
(3) 
There shall be six inches of Class 5 gravel on top of the sand lift.
(4) 
Road banks or filled slopes shall be at least 3:1, and 2:1 where possible.
(5) 
The road surface shall be traveled upon for one year before the Village paves the surface.
(6) 
No culverts for drainage shall be installed until their location has been approved by the Village Board.
(7) 
The Village retains the right to make random soil borings before approving the roadbed.
(8) 
Before any street construction is accepted by the Village Board, a final inspection shall be made by the Director of Public Works.
A. 
Owner to construct and repair. The abutting owner shall build, repair, construct and perpetually maintain sidewalks along or upon any street or alley in the Village.
B. 
Village Board may order construction and repair. The Village Board may, from time to time by ordinance or resolution, establish the width, determine the specifications and prescribe the method of construction of standard sidewalks and may order sidewalks to be laid or repaired in the manner provided in § 66.0907, Wis. Stats.
No person shall cast, place or deposit or cause to be cast, placed or deposited upon any street, alley, sidewalk, gutter or public grounds within the Village any timber, wood, ashes, rubbish, offal, vegetables, paper, shavings, grass or earth or any thing or substance whatsoever which may obstruct any street, alley, sidewalk, gutter or public grounds or impede travel, or which shall or may injure or disfigure the same, or tend to the injury or disfigurement thereof, or tend to render the same unclean or a nuisance, and no person shall obstruct or stop the flow of water in any manner in any ditch, sewer, gutter or culvert in, along or across any street, lane, alley or public grounds in the Village. Wherever any of the foregoing conditions are found to exist, the Police Department shall immediately notify the person or persons responsible for such condition to remove or abate such condition at once, and upon failure to do so the Village shall do the same and the cost of such work shall be recoverable from the person or persons responsible. In addition to the costs for removing or abating such conditions, the person or persons responsible shall be subject to the penalty provided in § 268-6.
A. 
The owner or lessee of every lot or parcel of land in the Village fronting or abutting upon a sidewalk shall clear the sidewalk in front of or abutting upon such premises of snow and ice within 24 hours of the cessation of a snowfall and shall keep the same clear of snow and ice.
B. 
No person shall deposit or cause to be deposited any snow or ice taken and removed from his premises or elsewhere upon any sidewalk, alley, parkway, public place or street in the Village; provided, however, that the removal of snow from a sidewalk in front of or abutting his premises as is required by Subsection A may be deposited on the alley or street. Snow shall not be piled at or near street intersections so as to obstruct the view of pedestrians or operators of motor vehicles.
C. 
The deposit of any snow or ice upon any sidewalk, alley or street of the Village contrary to the provisions of this section shall be a public nuisance, and in addition to the penalty provided for violation of this section, the Village may summarily remove any snow or ice so deposited and cause the cost of such removal to be charged to the owner of the property from which such snow or ice has been removed.
Except as otherwise provided, any person who shall violate any provision of this chapter shall be subject to the penalty provided in Chapter 1, § 1-4, of this Code. Each violation and each day a violation continues shall constitute a separate offense. This section shall not preclude the Village from maintaining any appropriate action to prevent or remove a violation of this chapter.
