The subdivider shall pay the Village all fees to the Village Clerk as hereinafter required and at the times specified before being entitled to recording of a plat or certified survey map.

The subdivider shall pay a fee amounting to $100 plus $5 for each lot or parcel within the preliminary plat and $50 plus $5 for each lot or parcel within the certified survey map to the Village Treasurer at the time of the first application for approval of any preliminary plat or certified survey map to assist in defraying the cost of review. A reapplication fee amounting to $5 shall be paid to the Village Treasurer at the time of reapplication for approval of any preliminary plat which has previously been reviewed.
The subdivider shall pay a fee or present a bond, certified check, or irrevocable letter of credit equal to 1% of the cost of the required public improvements as estimated by the Village Engineer at the time of the submission of improvement plans and specifications to partially cover the cost to the Village of checking and reviewing such plans and specifications. The fee may be recomputed, upon demand of the subdivider or Village Engineer, after completion of improvement construction in accordance with the actual cost of such improvements, and the difference, if any, shall be paid by or remitted to the subdivider. Evidence of cost shall be in such detail and form as required by the Village Engineer.

The subdivider shall pay a fee to the Village Treasurer equal to the actual cost to the Village for such inspections as the Village Engineer deems necessary to assure that the construction of the required improvements is in compliance with the plans, specifications and ordinances of the Village or any other governmental authority.

The subdivider shall pay a fee amounting to $50 plus $3 for each lot or parcel within the final plat to the Village Treasurer at the time of the first application for final approval of said plat to assist in defraying the cost of review. A reapplication fee amounting to $5 shall be paid to the Village Treasurer at the time of a reapplication for approval of any final plat which has previously been reviewed.

A. 
If the subdivision or minor land division does not contain lands to be dedicated as required in §§ 168-10 and 168-52, the Village Plan Commission shall require a fee for the acquisition or initial improvement of land for public parks to serve the future inhabitants of the proposed subdivision or minor land division. Said fee shall be paid to the Village Treasurer at the time of first application for approval of a final plat of said subdivision or certified survey map in the amount of $728 for each single-family lot or the first residential unit for a two-family lot or multiple-family lot within the plat or certified survey map. An additional fee shall be paid to the Village Treasurer at the time of first application for a building permit in the amount of $728 for each additional residential unit to be constructed on a two-family lot or multiple-family lot within the plat or certified survey map. Notwithstanding the foregoing, if the residential building constructed on a multiple-family lot is to be used solely as housing for senior citizens, then the amount of the public park fee shall be 66.7% of the regular public park fee required by this subsection. Notwithstanding any other provision of this section, the public park fees imposed by this section shall meet the requirements under § 66.0617(6) through (10), Wis. Stats.

B. 
Public park fees shall be placed in a separate nonlapsing fund by the Village Treasurer to be used only for the acquisition or initial development of land for public parks which will serve the proposed subdivision or minor land division.

The subdivider shall pay to the Village Treasurer a fee equal to the actual cost to the Village for all engineering work incurred by the Village in connection with the plat. In addition:
A. 
Engineering work shall include the preparation of construction plans and standard specifications. The Village Engineer may permit the subdivider to furnish all, some or part of the required construction plans and specifications, in which case no engineering fees shall be levied for such plans and specifications.
B. 
Inspection, checking and reviewing work has fees provided for in §§ 168-75 and 168-76.
The subdivider shall pay a fee equal to the cost of any legal, administrative or fiscal work which may be undertaken by the Village in connection with the plat or certified survey map. Legal work shall include the drafting of contracts between the Village and the subdivider. These fees may also include the cost of obtaining professional opinions, including but not limited to attorneys, engineers, landscape architects, and land planners, requested by the Village Board or Plan Commission in connection with the land division being considered.

A. 
Regional stormwater pond. Where a subdivider finances and constructs a stormwater pond designed to serve property both within a subdivision and outside the subdivision boundaries, as determined by the Village Engineer, such pond shall be deemed a regional stormwater pond. Upon the subdivider's dedication of a regional stormwater pond to the Village and acceptance thereof by the Village, the Village will assume responsibility for maintenance of such pond, subject to the provisions of this section.
B. 
Initial maintenance fee.
(1) 
Subdivider. Prior to approval of the final plat for a subdivision served by a regional stormwater pond constructed by the subdivider or Village acceptance of such regional stormwater pond, whichever occurs last, the subdivider shall pay a fee to the Village for the first five years of maintenance of the regional stormwater pond (the initial maintenance fee). The initial maintenance fee shall be paid to the Village Treasurer at the time of first application for approval of the final plat or upon written application for acceptance of the pond, whichever occurs last, in an amount as determined by the Village Engineer pursuant to the following formula:

(a) 
Basin maintenance: $1,730 for the first acre of water surface plus $1,160 for every additional acre or fraction thereof of water surface, multiplied by five.
(b) 
Lawn care: $460 for every acre or fraction thereof of lawn care area, multiplied by five.
(c) 
Example: A subdivider constructing a regional stormwater pond with 2.5 acres of surface water and 4.5 acres of lawn care area would pay an initial pond maintenance fee of $27,700.
(2) 
Owner of undeveloped or annexed property. Where an owner of undeveloped property or property annexed to the Village has requested that said property be connected to and served by a regional stormwater pond financed and constructed by a subdivider, the owner of the undeveloped or annexed property shall pay an initial maintenance fee to the Village for said property to be served by the pond at the same time as the connection fee is paid as required by § 9-14C of this Code. Said fee shall be paid to the Village Treasurer in an amount as determined by the Village Engineer pursuant to the following formula:

(a) 
The acreage of previously undeveloped or annexed property served by the regional stormwater pond shall be divided by the total of all acreage served by the regional stormwater pond.
(b) 
The quotient thereof shall then be multiplied by the initial pond maintenance fee paid pursuant to § 168-80.2B(1).
(c) 
Example: The owner of previously undeveloped or annexed land connects to the regional stormwater pond, and 24 acres of such land are served by the pond. The total of all acreage served by the regional stormwater pond is 120 acres. The subdivider who constructed the pond paid an initial maintenance fee of $27,700 pursuant to § 168-80.2B(1). The owner of the previously undeveloped or annexed land shall pay an initial maintenance fee of $5,540.
(3) 
If the subdivider who constructed the regional stormwater pond previously paid the Village an initial maintenance fee as required by § 168-80.2B(1), and a portion of that fee is attributable to the undeveloped or annexed property for which an initial maintenance fee is paid as required by § 168.80-2B(2), the Village shall refund the fee received by the Village pursuant to § 168-80.2B(2) to the subdivider. No person other than the original subdivider shall be eligible to receive an initial maintenance fee refund. The Village, in its sole discretion, shall determine whether an initial maintenance fee refund shall be made after examining such evidence as the Village may require.
C. 
Lot owner maintenance fee. At the time of first application for a building permit for any lot served by a regional stormwater pond, as determined by the Village Engineer, the applicant shall pay to the Village Treasurer a regional stormwater pond maintenance fee in the amount of $600 for each residential unit to be constructed on the lot.

D. 
Separate fund. Regional stormwater pond maintenance fees shall be placed in a separate nonlapsing fund by the Village Treasurer to be used only for Village maintenance of regional stormwater ponds.
