Except as specified herein, when any public work or improvement has been executed by contract, no changes in the terms, conditions or scope of said contract nor deviations from the specifications made a part of that contract which would result in any way in an increase in the cost of that contract to the Town shall be allowed except by the approval of the Council.
Any request for change orders shall first be considered by an appropriate committee appointed and then referred to the Council for appropriate action.

Notwithstanding any provision to the contrary herein, the Mayor, acting upon the advice of the Town Engineer, shall have the authority to approve any such changes or deviations without the approval of the Council, provided that the cost of any such changes or deviations does not exceed the sum of $5,000, and further provided that, in the opinion of the Mayor, due to extraordinary conditions, unforeseen contingencies, market conditions or the nature of the requested change, it would not be feasible or in the best interest of the Town to delay approval of the requested change.

Notwithstanding any provision to the contrary herein, the Mayor, acting upon the advice of the Town Engineer with regards to the Stratford High School Renovations Project, shall have the authority to approve any such changes or deviations without the approval of the Council, but only if such action is recommended by the Stratford High School Renovations Subcommittee and Building Needs Committee, and further provided that the cost of any such changes or deviations does not exceed the sum of $25,000 and that, in the opinion of the Mayor, due to extraordinary conditions, unforeseen contingencies, market conditions or the nature of the requested change, it would not be feasible or in the best interest of the Town to delay approval of the requested change.

As used in this article, the following terms shall have the meanings indicated:
CONTRACTOR
Any individual or entity that performs work either as a subcontractor or contractor for the Town.
Any contractor who does work for the Town of Stratford and needs to perform work not included in the contract for proper completion of the project must immediately inform the project architect or the Town Engineer or his/her designee in the absence of an architect before work not included in the contract is commenced.
Upon notification under § 8-5 above, the architect shall immediately inform the Town Engineer or his/her designee of the contractor's claim that additional work is needed. Upon notification to the Town, the Mayor, the Stratford Town Council and the members of the appropriate committee shall be informed as soon as possible.
Sections 8-4 and 8-5 will be included in all Town of Stratford architect and construction contracts and any other contracts deemed appropriate by the Town Attorney.
