The purpose of the Shellfish Commission shall be to protect the natural growth of shellfish in waters under the jurisdiction of the Town and to institute such regulations that are necessary to preserve and improve existing natural areas and reclaim those areas that have been destroyed. The Commission shall act as liaison between the state and federal agencies in this common interest and shall disseminate information to the public on the need for preservation and protection of these natural resources.

The Shellfish Commission shall consist of five members and two alternates who are electors of the Town of Stratford, who have been or are actively engaged in shellfish activities, appointed by the Mayor.

The term of office shall be as follows: Three members shall be appointed for an initial term of four years, and two members shall be appointed for an initial term of three years. Thereafter, each member shall be appointed for a term of four years. The alternates shall be appointed for a term of two years.
The Chairman of the Shellfish Commission shall be appointed by a vote of the majority of the members of the Shellfish Commission for a period of one year.

The Mayor may remove, for cause, any individual member of the Shellfish Commission by notice in writing.

The Mayor may fill any vacancy on the Shellfish Commission caused by removal, resignation or death.
The Shellfish Commission shall have the power to perform the following duties:
A. 
To conduct research into the utilization of areas under the jurisdiction of the Town for shellfish.
B. 
To coordinate the activities of unofficial bodies organized for similar purposes.
C. 
To release educational materials as is necessary to keep the public informed as to the need of protecting this natural resource.
D. 
To keep an index of all shellfish areas under the jurisdiction of the Town.
E. 
From time to time to recommend to the Mayor and the Town Council regulations necessary to protect and enhance the shellfish in our Town.

F. 
To keep accurate records of meetings and activities.
G. 
To make annual reports to the Town Council in the manner required of other agencies of the Town.
H. 
To perform any other function, power, duty or task which may be granted by the State of Connecticut or the Government of the United States.

Persons appointed pursuant to this article shall be exempt from § 22-4 of the Town Code. However, persons appointed pursuant to this article shall be subject to the provisions of §§ 5-30 through 5-38.1 of the Town Code.
