There shall be a commission for the preservation and maintenance of Longbrook Park to be known as the "Longbrook Park Commission." All members of the Commission shall be electors of the Town of Stratford. The Commission shall consist of seven members to be appointed by the Mayor, subject to confirmation by the Town Council as provided by the Charter, for terms as follows:
A. 
Three members shall be appointed from the Town Council. Their terms shall run concurrently with the appointing Town Council:
(1) 
The Council member in whose district Longbrook Park is located, who will act as the Commission Chairman.
(2) 
The Council member from the district bordering Longbrook Park who will act as the Commission Vice Chairman.
(3) 
Another Council member to ensure Council minority representation.
B. 
Two members of the public shall be appointed for an initial three-year term, and thereafter, members shall be appointed for successive three-year terms.
C. 
Two members of the public shall be appointed for an initial two-year term, and thereafter, members shall be appointed for successive three-year terms.
The Commission shall have the following responsibilities:
A. 
To develop a comprehensive plan for the use, preservation, development, and maintenance of Longbrook Park, subject to the approval of the Stratford Town Council.
B. 
To recommend to the Stratford Town Council such rules and regulations as, in the Commission's judgment, are necessary and appropriate for the use of the park.
C. 
To report to the Stratford Town Council any and all conditions that, in the Commission's judgment, may cause the park, or any part thereof, to deteriorate, become hazardous to the public health and safety, or to become unusable by the public.
D. 
Subject to the availability of funds appropriated by the Stratford Town Council or provided by other sources, to retain such technical experts and resources as are required to assist the Commission.
Approval by the Stratford Town Council is required prior to the commencement of any work on Town-owned buildings, improvements to existing facilities, or new construction on Town-owned land within Longbrook Park.
