There shall be a Commission for the restoration and preservation
of Boothe Park to be known as the "Boothe Park Commission." It shall
consist of nine members and four alternates, appointed by the Mayor.
Alternates shall sit in the place of a member at the direction of
the Chairman of the Commission. Members and alternates shall be appointed
for terms as set forth hereinbelow.
A.
Two
members shall be appointed from the Town Council, one of whom shall
be the Council member in whose district Boothe Park is located and
the other shall be from the political party other than that represented
by the Council member in whose district said park is located. Their
terms shall run concurrently with the Town Council.
B.
Two members of the electorate shall be appointed for an initial three-year
term, two members of the electorate shall be appointed for an initial
two-year term, and three members of the electorate shall be appointed
for an initial one-year term. Two alternates shall be appointed for
an initial three-year term, one for an initial two-year term and one
for an initial one-year term.
C.
Upon passage of this § 5-42 by the Town Council, the Mayor shall determine which of the existing members of the Commission shall be appointed for three-year terms, which members shall be appointed for two-year terms, and which members shall be appointed for one-year terms. Said determination shall be deemed to relate retroactively to the date of the appointment of each current member. The Mayor shall also determine which of the alternate members of the Commission shall be appointed for a three-year term, which alternate shall be appointed for a two-year term, and which alternate shall be appointed for a one-year term, which terms shall also relate retroactively to the date of their appointment. Thereafter, all members and alternates shall be appointed for successive three-year terms.
The Commission shall have at least the following
responsibilities:
A.
To continue to identify and catalog the existing Boothe
Park structures and other improvements and the documents, including
any property.
B.
To continue to identify and catalog the existing Boothe
Park structures and other improvements and the documents, collections
and other contents and new accessions thereto, including any property
held for the public by the Boothe Trustees or others.
C.
To adopt update, revise, implement and carry out a
comprehensive plan for use, preservation, restoration and development
of Boothe Park, subject to the approval of the Stratford Town Council.
D.
From time to time, to recommend to the Stratford Town
Council such rules and regulations as, in the Commission's judgment,
are necessary and appropriate for the use of the park.
E.
Subject to the availability of funds appropriated
by the Stratford Town Council or provided by other sources, to retain
such technical experts and resources as are required to assist the
Commission.
No work on any Town-owned buildings and improvements
at Boothe Park, and no new construction on any Town-owned land at
said park, shall be commenced without the approval of the Stratford
Town Council.
