There is established a Commission for the preservation, renovation and maintenance of Short Beach Park which shall be known as the "Short Beach Park Commission."

The Commission shall consist of seven members appointed by the Mayor, subject to confirmation by the Town Council as provided by the Charter, as follows:
A. 
The Council member in whose district Short Beach Park is located and one member of the Town Council registered with the major political party that is not the political party with whom the other Council member is registered, whose terms shall run concurrently with the Town Council's term.
B. 
Two members, who shall be appointed for initial terms of four years, and thereafter members shall be appointed for successive three-year terms. At least one member shall be a resident of the district in which Short Beach Park is located.
C. 
Three members, who shall be appointed for initial terms of three years, and thereafter members shall be appointed for successive three-year terms. At least one member shall be a resident of the district in which Short Beach Park is located.
The Commission shall:
A. 
Determine the boundaries of Short Beach Park, which boundaries shall be approved by the Stratford Town Council.
B. 
Develop rules and regulations for the use, both public and private, of Short Beach Park, which rules shall be approved by the Town Council.
C. 
Adopt, update, revise and implement a plan for the use and development of Short Beach Park.
D. 
Subject to available funds which are either appropriated by the Town Council or provided by other sources, retain such technical experts and resources required to carry out the functions and duties of the Commission.
No work or improvements may be made or performed on any Town-owned structures, buildings or land located within Short Beach Park without the recommendation of the Short Beach Park Commission, the appropriate Council committees and the approval of the Town Council.
