The Mayor shall cause numbers of regular series to be affixed to or inscribed upon all buildings, or parts of buildings, erected or fronting on any boulevard, street, alley, public court or other public way in the Town and is authorized to renumber any street or portion thereof at his discretion, except that when general public interests may so require, he may request the Town Council to hold a public hearing upon such renumbering. The Mayor is hereby empowered to determine the form, size, material and color and the mode of placing, succession and order of inscribing and affixing such numbers on the respective houses or other buildings.
When any street or portion thereof has been so numbered or renumbered, the Mayor shall cause written notice to be sent to each address so affected, such notice to give information concerning such numbering or renumbering and directing the owners or occupants to affix to such premises figures indicating the numbers thereto assigned.
It shall be the duty of the owner or occupant to whom notice has been sent in accordance with § 144-2 to remove any incorrect number within five days and to affix, within 30 days of such notice, the correct number therein stated, and whosoever shall neglect or refuse to comply with the provisions of this section shall be guilty of a misdemeanor and shall forfeit not less than $1 nor more than $20 for each such offense and a like fine for every day thereafter until the directions contained in the notice are complied with. It shall be the duty of the Mayor to report all such misdemeanors to the prosecuting attorney, who shall prosecute the same.

All dwellings or dwelling units, hereinafter defined, located within the Town of Stratford shall display house numbers corresponding to the house designation of the dwelling or dwelling unit, which numbers shall be legible to a person of normal visual acuity from a highway adjacent to said dwelling or dwelling unit.
Said numbers shall be affixed to the dwelling or dwelling unit or to a mailbox, lamppost or similar fixture located on the property containing the dwelling or dwelling unit.
As used in this article, the following terms shall have the same meanings indicated:
DWELLING
An enclosed space which is wholly or partly used or intended to be used for living or sleeping by human occupants but shall not include a temporary housing structure or motor vehicle.
DWELLING UNIT
Any room or group of rooms located within a dwelling and forming a single habitable unit with facilities which are used or intended to be used for living, sleeping, cooking or eating.
The owner of a dwelling or dwelling unit or an occupant of a dwelling or dwelling unit which is not occupied by the owner shall be fined $25 for violating this article, provided that no fine shall be imposed until the owner or occupant is notified of the violation by the Building Official and given 60 days within which to conform to the provisions of this article.
