The proposed Development Plan entitled "Proposed Development Plan for Roosevelt Forest, Town of Stratford," dated July 1, 1961, is hereby adopted to provide recreational areas, protect watersheds and water supply, preserve places of beauty and historic interest and prevent flood and soil erosion.
A. 
Creation and composition.
(1) 
The Commission shall consist of nine members and two alternate members appointed by the Mayor as follows:

(a) 
The Council member in whose district Roosevelt Forest is located, whose term shall run concurrently with the Council's term.
(b) 
Three members and one alternate member, who shall be appointed for initial terms of three years, and thereafter members shall be appointed for successive three-year terms. At least one member shall be a member of the Friends of Roosevelt Forest, and at least one member shall be a resident of the district in which Roosevelt Forest is located.
(c) 
Three members and one alternate member, who shall be appointed for initial terms of two years, and thereafter members shall be appointed for successive three-year terms. At least one member shall be a member of the Conservation Commission, recommended by that Commission, and at least one member shall be a resident of the district in which Roosevelt Forest is located.
(d) 
Two members, who shall be appointed for initial terms of one year, and thereafter members shall be appointed for successive three-year terms.
(2) 
The Commission shall choose from its body a Chair to serve without compensation.
B. 
Powers and duties. The Commission shall:
(1) 
Determine the boundaries of Roosevelt Forest, which boundaries shall be approved by the Stratford Town Council.
(2) 
Develop rules and regulations for the use, both public and private, of Roosevelt Forest, which rules shall be approved by the Town Council.
(3) 
Adopt, update, revise and implement a plan for the use of Roosevelt Forest.
(4) 
Subject to available funds which are either appropriated by the Town Council or provided by other sources, retain such technical experts and resources required to carry out the functions and duties of the Commission.
(5) 
Prepare an annual report to the Town of Stratford.
C. 
Town approval required prior to improvements. No work or improvements may be made or performed on any Town-owned structures, buildings or land located within Roosevelt Forest, other than routine maintenance and minor improvements, without the recommendation of the Roosevelt Forest Commission and the appropriate Council Committees, and the approval of the Town Council.
No person shall do any hunting or trapping of any game birds or animals or discharge any firearms of any kind whatsoever, set any traps or use any bows or other devices for the taking of any birds or animals within the bounds and limits of Roosevelt Forest or any public park located in the Town of Stratford.
Any person who shall violate the provisions of § 152-3 shall, upon conviction thereof, be fined in accordance with the provisions of § 152-25.
In addition to the imposition of the penalties provided in § 152-4, the Town may proceed by injunction to prevent or restrain any violation of § 152-3.
