No person, including a person employed by a commercial oystering firm or corporation, may remove oysters from waters under the jurisdiction of the Shellfish Commission without obtaining a license to do so from the Shellfish Commission.
Any license issued under § 175-3 shall be valid for a period of one year from September 20 of the year in which it is issued to September 20 of the following year.

The fee payable to the Shellfish Commission for each license so issued shall be $25 per year, which fee shall not be prorated for a portion of a year.

Each person to whom a license is issued in accordance with this article shall pay the sum of $0.25 for each bushel of oysters removed, which sum shall be paid to the Commission.
All moneys collected by the Commission under these provisions shall be paid to the Commission and placed in a special fund to be used by the Commission for the protection and propagation of the shellfish under its control.
Any person who violates any of the licensing provisions, or any regulation, issued by the Commission pursuant to section 26-257a of the Connecticut General Statutes, as amended, shall be fined not more than $50 or imprisoned for not more than 30 days, or both. The provisions of §§ 175-3 through 175-7 shall be enforced by the Police Department.
