Development and use of the center of the Borough of Florham Park is essential to the community character, economic stability and quality of life of the Borough, its residents and visitors. In order to obtain the widest and most comprehensive views, judgments and outlooks in relation to planning and development of the Borough Center, the Town Center Task Force ("TCTF") is hereby established. For the purposes of the jurisdiction of the TCTF, the Town center is defined as those properties located within the B-1 and PB-2 Zoning Districts and as specified in the attached map.[1]

There is hereby created and the Mayor is hereby authorized to appoint a citizens' advisory committee to be known as the "Town Center Task Force," as authorized and pursuant to N.J.S.A. 40:55D-27. The TCTF shall assist the Planning Board in its duties, as further described herein, but shall not have power to take official action required of the Planning Board and Zoning Board of Adjustment. The TCTF shall consist of 10 persons who shall be appointed annually by the Mayor. TCTF members shall be drawn from residents as well as interested and willing business representatives. The Planning Board shall designate one of its Class IV members to serve as liaison between the TCTF and the Board.
The Town Center Task Force (TCTF) shall have the following responsibilities and duties:
A. 
The TCTF shall receive development applications filed with the Planning Board and Zoning Board of Adjustment for properties located in the B-1 and PB-2 Zones. The TCTF shall prepare reports for the Planning Board or Zoning Board of Adjustment to consider in their review of those development applications and designate the number of persons who reviewed the application and who approved/voted on the report. The report of the TCTF shall focus on the following five parameters: lighting, signage, sidewalks, landscaping and property aesthetics.
B. 
The TCTF shall be notified of conceptual development plans proposed for properties located in the B-1 and PB-2 Zones and be invited to attend Planning Board meetings in which they are scheduled to be discussed.
C. 
The TCTF shall be given notice of the Planning Board undertaking any update or reexamination of the Borough's Master Plan or any element thereof and given the opportunity to forward comments.
D. 
In relation to the responsibilities noted above, the TCTF may meet or correspond with applicants and developers in order to obtain information and data concerning development plans and to provide their insights.
E. 
The TCTF role is advisory only and is not authorized to grant any approvals or to enter into any agreements with developers or property owners on behalf of the Borough.
F. 
The TCTF shall develop a set of standards for the parameters listed in Subsection A of this section, which standards, once approved by the Planning Board and the governing body, shall be adopted by ordinance and applied to each application before the Planning Board and Zoning Board involving property located in the specified zones.
G. 
The TCTF shall retain consultants when necessary to evaluate an application, the costs of which shall be paid by the applicants from the escrow funds deposited for the application.
