There is hereby established a Municipal Cable TV Advisory Committee consisting of five members which shall be appointed by the Township Committee and shall serve without compensation. The Township Committee shall designate a member of the Township Committee as the liaison to the Cable TV Advisory Committee. The five members shall be residents of the Township and shall serve for a three-year term; however, each member shall initially serve only until December 31 of the year of their initial appointment. Thereafter, the Township Committee shall stagger the terms of the members. Therefore, two members shall be appointed for one year, two members for two years and one member for three years. Subsequently, each appointment of the five general members shall be for a three-year term. In January of each year, the members of the Committee shall select one of its members to serve as Chairperson and presiding officer for one year.

Members of the Municipal Cable TV Advisory Committee shall comply with the Code of Ethics (§ 47-22 of Chapter 47, Personnel).
A vacancy on the Municipal Cable TV Advisory Committee occurring other than by expiration of a term shall be filled for the unexpired term in the same manner as the original appointment.
The Municipal Cable TV Advisory Committee shall have the following powers and duties:
A. 
To conduct research, make studies, compile data, and conduct and evaluate citizen surveys with the goal of improving cable television and enrichment of the Township.
B. 
To recommend to the TV-71 management advisory council plans and/or programs for inclusion for cable television generation throughout the Township.[1]

C. 
To keep apace with the developments in cable television and to suggest guidelines which will make cable television provide maximum advantages to the Township and its citizenry.
D. 
To monitor cable television programming offered to the residents of the Township and, in conjunction therewith, to make suggestions for revisions to that programming in order to benefit such residents.
E. 
To assist the Township Committee in negotiations with refranchising of the local cable company.
F. 
To keep abreast of state and federal cable legislation and lobby the legislature for favorable cable legislation.
