There is hereby established by and within the Borough of Ridgefield a Local Assistance Board as required by N.J.S.A. 44:8-115 et seq. The Board shall be made up of five members, at least one of whom shall be a woman, which members shall be appointed by the Mayor with the advice and consent of the Council to serve for terms of four years each. The terms of such members shall run from the first day of January of the calendar year in which the member is appointed until the term of each member shall expire and his successor shall be appointed and shall qualify. Vacancies in the composition of the Board shall be filled for the unexpired terms only.
The Board shall organize annually, and shall select a Chairman and Secretary from among its members. The Local Assistance Board shall meet as often as is necessary, but no less than once every three months.
A. 
The Board shall appoint a Welfare Director of the Borough who shall serve for a term of five years from the date of his appointment and shall be paid such salary as may be fixed by the Board subject to the approval of the Mayor and Council. The Welfare Director shall, as to the Borough of Ridgefield, supervise by periodic investigation every person receiving public assistance, especially an investigation to be made by visitation at least once a month; reconsider from month to month the amount and nature of public assistance given and alter, amend or suspend the same when the circumstances so require; provide ways and means for bringing persons unable to maintain themselves for self support to the support of any other person or agency able and willing to do so; keep full and complete records of any such investigation, supervision, assistance and rehabilitation, and of all certifications of persons for employment or benefits or cancellations thereof, in such manner or form as required by the Commissioner; and bring about appropriate action for commitment to any state or county institution when the best interests of the needy persons would be so served. The Welfare Director shall also carry out such other or further functions as assigned to him or her by the Local Assistance Board, and which relate generally to the issues of needy persons and public assistance.
B. 
Effective January 1, 2006, the position of Welfare Director is hereby established as a part-time position, requiring hours of 17 1/2 hours per week. The Local Assistance Board shall adjust the salary of the Welfare Director consistent with shortened hours of operation pursuant to this section as of the effective date of the section.

The Mayor and Council of the Borough of Ridgefield shall determine staffing levels for the Borough’s Welfare Department for the purpose of administering public assistance pursuant to the “Work First New Jersey General Public Assistance Act,” (N.J.S.A. 44:8-107 et seq.), and the Mayor and Council shall further appoint and/or hire such other employees including, but not limited to, assistants, clerks, investigators and nurses, as the Mayor and Council shall determine are necessary to properly administer public assistance by and within the Borough.
The Mayor and Council hereby determines and establishes the position of Assistant Welfare Director, which shall be filled by the Borough’s Health Officer, which assistant shall assist the Welfare Director in the Welfare Director’s endeavors pursuant to ordinance and statute, and which assistant shall serve as a liaison between the Welfare Director, the Local Assistance Board and the Mayor and Council.
