The rate of compensation of each of the following officers and employees shall be in the amounts as hereinafter set forth as follows: Where a salary range is indicated, the standards to be evaluated in fixing a specific salary for a specific individual shall include education, training, professional certifications, experience, and management skills as well as work and salary history and recommendations from other employers.

This chapter shall be effective as of January 1, 2003, and shall remain in effect until superseded or amended by further ordinance of the Mayor and Council.
Longevity shall be paid to full-time employees at the following rates beginning January 1, 1993: 2% after 10 years, 4% after 15 years, 6% after 20 years; but no longevity shall be paid to employees hired after January 1, 2004, which employees are governed by this chapter.
