No person shall deface, destroy or place graffiti in or upon any public
or quasi-public place, including, but not limited to, any public street, alley,
sidewalk, mall, park, playground, public conveyance, parking facility or in
any public building or private property, without the owner's consent.
Upon the written recommendation of the Police Director and/or the Director of Public Works, the Mayor may authorize the payment of a reward of $100 to any person who provides information or assistance leading to the apprehension and conviction of any person violating § 123-4. No reward shall be paid to any public employee whose duty it is to investigate or enforce this article.
