As used in this article, the following terms
shall have the meanings indicated:
Any mechanical device installed or used for the regulation
of parking in accordance with the provisions of this article. Each
parking meter installed shall indicate, by proper legend, the legal
parking time established by the City and when in operation shall indicate
the balance of legal parking time, and at the expiration of the legal
parking shall indicate illegal or overtime parking.
Any space within a parking meter zone adjacent to a parking
meter.
Any municipal lot, street or part of a street on which parking
meters are installed and in operation.
Parking meter locations are designated in the
schedule below; provided, however, where an emergency or temporary
condition is declared by resolution of the City Council, all rules
and regulations set forth hereinafter shall be subject to such changes
as shall be provided by that resolution.

Parking meter rates for motor vehicles shall
be as follows:

A.
The hours
of operation of parking meters in the respective zones shall be from
9:30 a.m. to 5:30 p.m., except Saturdays, Sundays and legal holidays,
and further excepting those times when parking or standing is expressly
prohibited on streets or parts of streets in the zones.
Parking meters shall be installed in all zones
established as parking meter zones in this article; provided, however,
that no parking meters shall be installed in any of the areas where
parking is prohibited by statute pursuant to N.J.S.A. 39:4-138.
The Director of Public Works may have lines
or markings painted or placed on the curb and/or the street indicating
the parking space controlled by the parking meter. When installed,
no person shall park any vehicle across any such line or marking or
park any vehicle in such position that it shall not be entirely within
the area so designated by such lines or markings, unless the vehicle
could not physically fit within the space.
When single-mounted parking meters are used
in any parking meter zone which has parallel parking, any vehicle
parked in such parking space shall be parked so that the foremost
part of such vehicle shall be nearest to the parking meter. When dual-mounted
parking meters are used, the above requirement shall apply to the
rear vehicle and for the forward vehicle the hindmost part of such
vehicle shall be nearest to the parking meter. When a parking space
in any parking meter zone is other than parallel parking, the vehicles
shall head in to the parking meter unless otherwise instructed by
an appropriate sign.
No person shall park a vehicle in any parking
meter space in any of the parking meter zones established by this
article during the hours of operation of those zones without depositing
one or more appropriate coins of the United States of America at the
rate provided for that zone in the parking meter adjoining such parking
meter space and turning the lever to cause the parking meter to operate.
A.
No person shall cause a vehicle to remain in or to
be parked in a parking meter space adjacent to any parking meter while
such meter displays a device or signal indicating the period of time
for such parking has expired. No person shall cause, allow or permit
any vehicle registered in his/her name to be parked in any parking
meter space herein designated or to be hereafter designated in violation
of the provisions of this article.
B.
No person shall deposit in any parking meter a slug,
device or metallic substitute, or any other substitute, for a coin
of the United States of America.
C.
No person shall deface, tamper with, damage, unlawfully
open or willfully break, destroy or impair the usefulness of any parking
meter installed under the provisions of this article.
A.
It shall be the duty of the officers of the Police
Department of the City of Trenton, Parking Enforcement Officers of
the City of Trenton, and parking meter collectors to enforce the provisions
of this article. Unless another penalty is expressly provided by law,
every person convicted of a violation of the provisions of this article
shall be liable to a penalty of $70 for each offense, or may be imprisoned
in the county jail for a period not exceeding 15 days for each offense,
or both. Such fine and imprisonment shall be at the discretion of
a Municipal Judge of the City of Trenton.

B.
In any prosecution charging a violation of any ordinance
provision or regulation governing the standing or parking of a vehicle,
proof that the particular vehicle described in the complaint was parked
in violation of any such provisions, together with proof identifying
its registered owner, shall constitute prima facie proof that the
registered owner of such vehicle parked or placed such vehicle at
the point where, and for the time during which, such violation occurred.

A.
Whenever it becomes necessary for representatives
of the New Jersey Bell Telephone Company, Public Service Electric
and Gas Company, any service, repair or construction contractor or
individuals having temporary specific need to use a parking metered
space for a vehicle, dumpster or storage for longer than the allotted
time prescribed by this article, then parking meter bags may be issued
upon approval of an application by the Trenton Parking Utility. A
deposit of $40 will be required for each bag and the user will be
required to employ a secure lock when bags are placed over meters.
B.
The fee for the use of parking meters bags shall be
$20 per twenty-four-hour period, or part thereof. The fee shall be
charged until the time of the return of the parking meter bags. Failure
to return bags promptly shall also result in the forfeiture of the
deposit.
C.
No person shall utilize the parking meter bags for
any purpose or use other than those approved in the application to
the Trenton Parking Utility.
D.
The Director of the Trenton Parking Utility shall
formulate any further rules or regulations necessary to implement
the intent and purposes of this section.
E.
Use of any parking meter bag at a time or place other
than specifically applied for and approved shall constitute a violation
of this section punishable by a fine of up to $500 for each violation.

The Business Administrator may have lines or
markings painted in any of the Trenton Parking Utility facilities
indicating the parking space. When installed, no person shall park
any vehicle across any such line or marking or park any vehicle in
such position that it shall not be entirely within the area so designated
by such lines or markings. No person shall park any vehicle in any
unmarked area of any Trenton Parking Utility facility.
When a parking space in any Trenton Parking
Utility facility is other than parallel parking, the vehicles shall
head into the parking space unless otherwise instructed by an appropriate
sign.
A.
No person shall park a vehicle in any parking meter
space during the hours of operation without depositing one or more
appropriate coins of the United States of America at the rate provided
for that facility in the parking meter adjoining such parking meter
space, and turning the lever to cause the parking meter to operate.
B.
No person shall park a vehicle in any parking space
during the hours of operation without having obtained a monthly permit
for the month applicable from the Trenton Parking Utility.

In facilities where parking spaces or parking meter
spaces are leased, the Trenton Parking Utility may direct the towing
of vehicles at the expense of the owner of such vehicle where the
vehicle in question is in violation of prescribed provisions of this
article.
C.
In any prosecution charging a violation of any ordinance,

proof that the particular vehicle described in the complaint was parked
in violation of any such provision, together with proof identifying
